Neighborhood Stabilization Efforts Foreclosure Prevention & Education Activities LHAND has partnered with UWMBMV, NOAH and NLS to host Foreclosure Prevention and Counseling Loan Modifications since 2008: Approximately 226 Approximately 97 Modifications have been successfully completed Revitalization Activities CHAPA Foreclosed Property Listings Attorney General Abandoned Properties Grant

Foreclosure Outlook Percentage of units per 1,000 based on number of distressed housing units: Lynn was ranked 2 nd in the state for number of distressed properties a year ago and has been ranked 8 th. Lynn zip code ranks 16 th in the state, down from 7 th. 4 Lynn census tracts remain in the top twenty – 2065, 2063, 2062, 2071 A distressed property is defined as any property where a foreclosure petition has been filed, an auction was scheduled in the previous year or is bank held. * Data was provided by Mass Housing Partnership’s Foreclosure Monitor as of January 1, 2012

Future Initiatives Washington Street Gateway Project Strategic Vision Plan to guide future development connecting downtown to the waterfront has been completed (see sketch of proposed Washington Street development) ; The City of Lynn has joined the MSGA Great Neighborhoods initiative. Veterans Housing Initiative Plan to create 20 to 22 units of rental housing for veterans on Essex Street across from Girls Inc and High Rock Tower 33 Central Ave Initiative in partnership with EDIC & LHAND to create artist live – work space in the downtown

Future Initiatives Continued Healthy Homes New city initiative geared toward educating the community about all aspects of creating a healthy living environment. Look for the city – wide kickoff event soon! Continue Neighborhood Revitalization Initiatives Work will continue in Lynn’s targeted neighborhoods hardest hit by foreclosure.

Lynn PACT The city’s Continuum of Care collaborative. LHAND acts as lead agency – sponsoring agencies include Centerboard, Project COPE, Bridgewell, LEO, Neighborhood Legal Services, Lynn Shelter and Greater Lynn YMCA. McKinney Funds Eligible Activities: Permanent Supportive Housing for Homeless & Disabled Transitional Housing for Homeless Supportive Services for Homeless $1.9 million annually

Homeless Prevention and Rapid Rehousing Program (HPRP) Eligible Activities: Short-term rental assistance Moving Costs Rental Arrearages Security Deposits Total Budget: $1,033, households have been assisted throughout the course of the grant

HPRP by the Numbers As of January 2012: $85,154 for Security Deposits $100,842 for First/Last Month’s Rent $258,611 for Rental Arrearages $228,049 for Short-Medium Term Subsidies

Emergency Solutions Grant Funds – using HPRP success as a template for ESG funds Provided the opportunity to assist clients with homelessness PREVENTION – unprecedented Full support of the City’s Continuum of Care Lynn PACT (involvement also required by HUD for implementation of the new ESG funds) Based on the success and experience with HPRP the City of Lynn / LHAND will dedicate 100% of the funds towards financial assistance. We anticipate utilizing the funds at a rate of 60% prevention and 40% rapid re-housing.

HOPWA Program LHAND (through city of Lynn) became the grantee for the Essex County area HOPWA funds in July of 2005 Eligible activities include housing information services, resource identification, acquisition/rehabilitation, new construction, project or tenant-based rental assistance, short-term rental assistance, supportive services (case management), operating costs, technical assistance for individuals living with HIV/AIDS Lynn receives approximately $355,028 per fiscal year

Lynn Home For Young Women Washington Square Residence Has received $50,000 in HOPWA funds & $400,000 in HOME funds for construction costs Rehabilitation project will increase number of units from 28 to 43 Completed project will include over $6 million dollars in rehabilitation work

Regional Housing Initiatives LHAND & NSCAP are co-convening agencies of the North Shore Housing Action Group (NSHAG) NSHAG serves approx. 24 cities and towns throughout the North Shore with the mission of preventing families from entering the shelter system by providing shallow subsidies, moving costs and related supportive services. LHAND is now working with the VA to administer VASH vouchers LHAND is administering non elderly disabled vouchers Cat. 1 (65) Cat. 2 (35) HomeBase Program is the state’s reform of the Emergency Family Shelter System
