1 Community Development Block Grant Program The Community Development Block Grant (CDBG) Entitlement Program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The program is authorized under Title 1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended; 42 U.S.C.-530.1 et seq.42 U.S.C.-530.1 Section 108 Loan Guarantee Program Section 108 is the loan guarantee component of the Community Development Block Grant (CDBG) Program. Section 108 provides communities with a source of financing for economic development, housing rehabilitation, public facilities, and large-scale physical development projects. This flexibility makes it one of the most potent and important public investment tools that HUD offers to local governments. NY Brownfields Opportunity Summit

2 HOME Investment Partnerships Program The HOME Investment Partnerships Program (HOME) provides formula grants to states and localities that communities use - often in partnership with local nonprofit groups - to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people. It is the largest Federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. 3 Low Income Housing Credits Created by the Tax Reform Act of 1986, the LIHTC program gives State and local LIHTC-allocating agencies the equivalent of nearly $8 billion in annual budget authority to issue tax credits for the acquisition, rehabilitation, or new construction of rental housing targeted to lower-income households. 4 HUD Choice Neighborhoods Grants of up to $2 million will enable communities to create a locally driven plan to transform struggling neighborhoods, as well as implement Action Activities, such as: - Reclaiming and recycling vacant property into community gardens, pocket parks, farmers markets, or land banking; - Beautification, place making, and community arts projects; - Homeowner and business façade improvement programs; - Neighborhood broadband/Wi-Fi; - Fresh food initiatives; and - Gap financing for economic development projects.
