PRESTO is supported by Cycling: a daily transport mode for everyone Bremen Tczew Grenoble Venice Zagreb PRESTO Promoting Cycling as a Daily Transport Mode for Everyone Lessons learned about keeping alive Brussels, 1 July 2014 Siegfried Rupprecht Rupprecht Consult GmbH

Cycling: a daily transport mode for everyone  Focusing on competence building in cycling policies  Local activities in 5 cities  starter, climber, champion cities  Providing a toolbox for policy makers and city planners:  4 Policy guides and 25 facts sheets  3 thematic pillars (infrastructure, promotion, e-bikes)  Guidance in 5 on-site trainings  7 e-learning courses What was PRESTO about?

Cycling: a daily transport mode for everyone What did PRESTO deliver during its lifetime?

Cycling: a daily transport mode for everyone  PRESTO was part of the "new cycling paradigm" in EU  Key local achievements are maintained, new policies are built on PRESTO Bremen's cycling data collection (bicycle counter = 1 st in DE), unified infrastructure in Grenoble cyclist monitoring justified infrastructure investments, black spot remediation part of new "Biciplan" in Venice strategy & infrastructure development (SUMP), greater awareness & new cross- institutional cooperation in all cities key achievement: inspiration "a cycling city is possible" and facts on how "it can be done in practice" (outside perspective)  Continued project promotion (conferences, website, facebook) Additional translations of factsheets (e.g. Hungarian, Lithuanian, Ukranian, Russian) PRESTO presentations world-wide (Bangkok, Taipei, Strasbourg, Szentendre,...) PRESTO documents still among top ten downloads on Rupprecht website (179 documents/ 10 languages) [ What happened after PRESTO ended?

Cycling: a daily transport mode for everyone  During project "blended" training approach (workshop and moderated e-learning) dissemination material targeted to practical policy making & distributed via many channels communication via many channels, supported by key multipliers (e.g. ECF, POLIS) PRESTO factsheets were (& are still) widely referenced  Issues encountered (and tried to solve) be professional about multimedia production address technical and policy levels (appropriately) e-learning approach modified/ tool changed (twice) measuring impacts is not trivial, but we need much more factual evidence to prove impacts translated information is essential for outreach (also in print) What did PRESTO do to increase impact?

Cycling: a daily transport mode for everyone  Develop a project that is tailored to meet an acute and important demand  Cooperate widely with multipliers during project (e.g. NGOs) – those whose "business" is cycling!  Translated material to support practitioners in their daily tasks is key (in plain language/ good graphics)  Efforts for good management are high  "Personal and virtual" (material, training, communication)  Agree concrete activities for the time after project end  After end of project keep outreach activities alive (website, training, etc.) continue to keep track of activities (incl. metrics) What can we learn from PRESTO?

Cycling: a daily transport mode for everyone  Why is there no stronger programme-level support for key horizontal issues? best practice exchange in communication and training, "best of class" competitions training and knowledge management, e.g. on impact evaluation methods  What can a European project really deliver? a catalyst for improved local stakeholder cooperation a hands-on experience exchange with peer learning  Shouldn't there be output-based funding? a STEER take-up mechanism? a "legacy" fund? What can EASME do to increase project impact?
