DoD’s FPDS-NG Training Day Project Overview and Status 20 April 2006 Business Transformation Agency

What’s the Fuss All About….

2 In 1978, the Federal Procurement Data Center (FPDC) was established. FPDC was tasked with development of an automated system for collecting, evaluating, and making available information about federal procurement contracts. As a result, the Federal Procurement Data System (FPDS), managed by the General Services Administration (GSA), went online in On December 17, 2002, the E-Government Act of 2002 (2002 Act) was signed by President Bush. Part of the 2002 Act calls for the development of an Integrated Acquisition Environment (IAE). Improvement in the FPDS infrastructure was identified as an important part of the IAE initiative. On April 23, 2003, General Services Administration (GSA) awarded a contract to Global Computer Enterprises, Inc. (GCE), a small business from Reston, VA, to develop and implement the Federal Procurement Data System – Next Generation (FPDS-NG). The Old - legacy FPDC was looked to for basic, electronic collection of contract reporting data, while, at the same time, government agencies maintained their own databases for data analysis and responding to Congressional inquiries. The New - FPDS-NG model does away with individual agency-level contract reporting databases. Therefore, it will be relied upon for mission critical activities across the federal government. Introduction to the FPDS-NG initiative

3 Why is the FPDS-NG program important to DoD? Basic audit trail for contract reporting Spend Analysis Strategic Sourcing Congressional Reporting Financial Accountability Detailed, self-service data analysis Early days of contract reporting The new age of contract reporting

4 Congress DoD Business Intelligence CONTRACT WRITING SYSTEMS FEEDER SYSTEMS (e.g. PMRS) DMDC FPDC LEGACY DATA FLOW Multi-level batch processing Data integrity issues Repetitive edit checks Costly infrastructure & process Difficult to extract data 1978: DD350 What is changing? CONTRACT WRITING SYSTEMS & CONTRACTING SPECIALISTS FPDS-NG DATA FLOW WITH FPDS-NG Real time reporting Real time data entry validation Master set of global edit checks Cost efficient XML communications No feeder systems to maintain Information easily accessible 2006: CAR Public

How does this change my daily life?

6 What does this mean for you? DD350 Contract Action Report

7 What else does this mean for you? Not only is more detailed procurement data being entered and compiled much faster, it is now available to virtually anyone with internet access This means – even more scrutiny of DoD performance No more feeder systems – no more multi-level data quality assurance You become DoD’s first and last line of defense to ensure data accuracy Key thing to remember – the data you enter is now being relied upon across DoD to help it support the warfighter in the 21 st century environment NO YES

How significant an undertaking is this?

9 Scope of Deployment APR 06 MAYJUNJULAUGSEPOCTNOVTOTALS DoDAACs USERS922,9554,8263,6584,55504,0057,54527,636 DoD deployment universe DoDAACs Almost 28,000 users 11 different contract writing systems 7 DoDAACs (SPS and NG direct entry users) have been working in FPDS-NG production for ~ 1 year as part of ongoing Pilot Program No DD350s in FY07 (except for possibly closed network sites like NGA and DIA)

10 So, what does it all mean? BUT…. It will enable us to fulfill our mission of supporting the warfighter – More effectively More efficiently More flexibly IT IS…. New Big A significant challenge / change There’s going to be some frustration AND…. None of us is as smart as all of us It is going to take a true team effort, and that’s why we are here today….
