5 Why?  Federal Funding Accountability and Transparency Act of 2006 (Pub. 9 When?  FAR Part 4.604 (2) The CAR must be confirmed for accuracy by the Contracting Officer prior to release of the contract award. 10 How?  For Base awards, Purchasing Agent/Specialist populates PRISM, launches FPDS-NG, and populates the remaining required/applicable fields based upon the information and the supporting documentation in the file.  After reviewing, validating and saving the FPDS-NG record, the Purchasing Agent/Specialist prints the CAR for the official file.  The Contracting Officer certifies and signs the CAR as part of the review/approval of the Base award. 10

13 How? continued  Any PRISM data interfaced to FPDS-NG, that results in a validation error, must be changed in PRISM prior to self-approving the PRISM record. FPDS-NG is then re- launched and re-validated as needed, until all validation errors are addressed.  Prior to the approval of the FPDS-NG record, by the systems support team and/or support contractor, the data is validated against the official hard copy and supporting documentation. 13

14 14 REMINDERS  Upload the signed award, and supporting documentation, to PRISM.  Inherently Governmental Determination (PIC 09-15B).  Base award number reflects the correct Fiscal Year.  Vendor’s SAM Registration should read: “All Awards”.  COR/Technical Monitors are Civil Servants.  Launch FPDS-NG records timely.  Populate required FPDS-NG fields.  Obtain CO review/certification of FPDS-NG entries for Base awards.

15 15 TAKEAWAYS  FAR Part 4.604, requires completion within three business days from CO’s signature.  Contracting Officers are required to certify the accuracy of the reportable data prior to posting in FPDS-NG.  Your performance plan includes an element for FPDS- NG timeliness and accuracy.  Division management, NASA Headquarters, Congress, and the public, at large, are looking at your reportable data.
