Policy & Partnership Interagency and multijurisdictional partnerships depend on objective reference points – data. Quantified & defensible business case for the public and affected entities. Expected benefits to partner entities. Respective investments. Performance monitoring. Enhanced visibility of potential operational efficiencies, interoperability, etc. Enforcement Land use

Informing Policy Policy: Outcome-based plan of action. Identification of alternative actions and assessment of expected effects. U.S.-Canada policies related to the border & TBWG: Shared Border Accord Canada U.S. Partnership Agreement Memorandum of Cooperation (TC & US DOT). Smart Border Declaration & 31 pt. Action Plan Security and Prosperity Partnership. TBWG Policy Subgroup: Also focused on improving the pursuit of shared federal policy objectives by agencies working under different national authorities.

How many people can be expected to sign up given the price & typical delay avoided? What would the impact of traffic flow be at different rates of use? Program operation over time.
