Federal Transportation – MAP-21 Freight Advisory Committee and State Freight Plan Interim Guidance: October 15, 2012 The Department also strongly encourages all States to establish State Freight Advisory Committees. Such Advisory Committees are an important part of the process needed to develop a thorough State Freight Plan. Bringing together the perspectives and knowledge of public and private partners, including shippers, carriers, and infrastructure owners and operators, is important to developing a quality State Freight Plan.

Federal Transportation – MAP-21 Critical Rural Freight Corridors (CRFC) Guidance: November 19, 2013 MAP-21 provides that a State may designate a road within the borders of the State as a CRFC if the road is a rural principal arterial roadway, and: has at least 25 percent of the AADTT of the road measured in passenger vehicle equivalent units from trucks (FHWA vehicle class 8 to 13); or provides access to energy exploration, development, installation or production areas; or connects the highway PFN, a roadway described above, or the Interstate System to facilities that handle more than 50, foot equivalent units per year, or 500,000 tons per year of bulk commodities.

Federal Transportation – MAP-21 Critical Rural Freight Corridors (CRFC) Suggested Action Items The role of the TRE in the Ports-to-Plains Alliance Corridor; that connects to energy exploration, development, installation or production areas in the Bakken, Niobrara, Permian and Eagle Ford plays, makes it a Critical Rural Freight Corridor.
