RTTT Year 4 Webinar June 10, 2013

Agenda  No cost extension  Closing FY13 grants  FY14 grants  Year 3 Performance Measure Progress Report  Update on Edwin Teaching and Learning 2

No Cost Extension  ESE is applying for a no cost extension to extend the RTTT end date from 9/23/14 to 6/30/15  Application will be submitted in July and we expect to get a response early in the upcoming school year  Extension would apply to work funded at the state level as well as to LEAs’ allocation (fund code 201) grants  Grant planning:  There will not be any additional funding  For now, assume that the grant will end on 9/23/14, but start to think about how your plans will shift if we get more time  Scope will not change—same projects and guidelines cx cx  If the extension is approved, all funds need to be SPENT by June 30, 2015  LEAs aren’t required to carry funds into FY15

Closing FY13 grants  Final draw down window will be in July  Don’t draw down more than you’ve encumbered by June 30  If necessary, amend your grant after June 30 to reflect the actual amount that you drew down—any remaining balance will be available after final reporting  Since Grantium is not live yet, grants management will send you a final report form to complete  If you draw down money that you don’t spend, you will need to return it to us after you file your final report and we will add it to your remaining balance  RTTT did not have a delegation form like Title I and Title IIA

FY14 grants  Year 4 workbooks are now available on the Portal: 14rttt_0008.xls  Download and review  Sign cover sheet and mail 2 copies to ESE  Contact us if you need to make changes before we approve your grant  FY14 will run from 7/1/13 to 6/30/14  Goal to release funds by late July or early August  FY15 budget fields are locked, but you can reserve funds in your unallocated fund balance if you anticipate spending funds next summer  After NCE decision, we will open FY15 fields in your amendment ready workbook  If the NCE is approved, FY15 will run from 7/1/14 to 6/30/15; if not, it will run from 7/1/14 to 9/23/14 5

Year 3 Performance Measure Progress Reporting  End-of-Year RTTT Progress Report cycle is beginning; covers all of Year 3 (July 1, 2012-June 30, 2013)  Data collected via same Excel template used in the past  Templates are now available for download from the Security Portal- rttt_prog3_0008.xls  Only change is addition of columns for Year 3 progress data and ratings  Districts will report on limited number of performance measures; most progress data will be collected from ESE or vendor sources 7

New Performance Measures  Data to be reported for all RTTT districts for first time  Educator Evaluation uses:  Compensation  Promotion  Retention or removal  Tenure  Actual evaluation rating data will be collected using EPIMS  HR data submitted using SIF (Yes/No)  Teachers completing data training with an approved vendor (#)

Progress Report Data  Districts will report three pieces of information for all measures in the template:  Cumulative progress data in relation to performance measure targets as of June 30, 2013: yes/no; #; or %  Progress Rating—Met Target, On Target, Improving, Off Target  Comments on progress to date  Provide info/updates on any Action Items identified by ESE in mid-year review  Reference Report 2 Action Item column to see if required 9

Progress Report Rating  Districts provide self-rating for each performance measure  What does each rating indicate?  Met Target—achieved benchmark as of June 30, 2013  On Target—on course to meet benchmark by the target date specified  Improving—previously off-track but issues have been resolved and district is getting back on course  Off Target—unlikely to meet benchmark by the target date specified 10

Progress Report Submission and Review  Completed templates due via Security Portal upload on July 19  ESE will review and provide progress ratings and comments on district data  ESE uses same rating system that districts use to self- rate  ESE may identify action items for district follow up; districts will report on these during mid-year 4 reporting cycle in December

Using Progress Data  ESE uses data collected from districts for a variety of purposes:  Fulfill mandated Annual RTTT Performance Reporting to USED  Update RTTT Goals and Performance measures Workbook:  Inform ongoing performance analysis and provision of technical assistance

Edwin Teaching & Learning  Online access to all Massachusetts Curriculum Frameworks, including CVTE Frameworks  Online access to curriculum tools including Model Curriculum Units being developed by the State, to customize and share electronically  Access to increasing numbers of released MCAS items aligned to standards  Easy to use paper, online and clicker test administration options for teachers to determine student progress and areas they need extra help or additional challenges  Data analysis and reporting capabilities including import of 3 rd party assessment results as well as item and standards level analysis  Ability to search for and link to quality, standards-aligned digital content from multiple sources such as PBS Learning Media, from within the system Massachusetts Department of Elementary and Secondary Education 15 Edwin Teaching & Learning will enable teachers to accelerate and personalize education experience by:
