Partner and country support to the Voluntary Guidelines and land governance: How to exploit synergies and measure impact Rachel Turner, Director East and Central Africa, DFID (donor group chair) 26 March 2014

The new donor group on land 2 DFID is scaling up on land and property rights, and so are many other donors New donor group formalised in August 2013; now with 22 donor members Members: As per ToR; open to all interested; no membership conditions; observers welcome Inaugural chair: UK (DFID); deputy chair: Germany (BMZ), to take over chair in Sept 2014 USAID to come in as new co-chair by 09/2014, UK to exit chair Global Donor Platform on Rural Development supporting the group: Platform webpage host the group webpage, with further detail (Terms of Reference, work plan, publications, minutes, programme database and other relevant information)

Terms of Reference set out objectives: 1. Improve exchange of information and lessons learned 2. Improve international donor coordination on land governance (building on local, national and regional coordination) 3. Agree on joint action where suitable Achievements: √ New global donor programme database √ Land in a post-2015 framework - Policy brief (December 2013): Land in a post-2015 framework - Active collaboration and support of indicator work of Global Land Indicator Initiative (GLII; brief January 2014) - Further engagement in pipeline √ Support and added value for the G8 partnerships 3 What the global group achieved in its first year

4 Boosting transparency, coordination and impact at value for money

What this session will also do Feature G8 land partnerships announced at the G8 “Open for Growth” transparency event in London on 15 June 2013 and announce a brand-new one → Country partnerships aim to support implementation of the Voluntary Guidelines and improve land governance Provide an overview of the objectives of selected G8 partnerships, their work plans for the next months and lessons learnt on the way 5

Why DFID is doing this…. Economic development for eradication of extreme poverty by 2030, in our lifetime Economic development that leaves none behind Secure land rights are essential for women, men, communities and responsible businesses Land to enhance tenure security to incentivise farmers and businesses to invest We are also working with corporates to help improve their performance in land related investments (FCO, BIS, DFID) The picture on land rights and transactions is very opaque → Transparency as important but insufficient first step Managed to secure G8 commitment to enhance transparency and governance on land through → Country partnerships (US/Burkina Faso, US/UK-Germany- Ethiopia, EU/Niger, UK-Nigeria, France-Senegal, EU/South Sudan, UK-Tanzania, plus one as per today → Support to governments, multilaterals, NGOs for VGGT implementation 6
