Security Problems  Building designed for ease of access in 1989  Direct access from garage  Three diverse owner-tenants  COG (public association)  ICMA (association)  ICMA-RC (financial investment firm)  2010 DC HSEMA audit recommended specific increases in security  High profile elected officials and heads of government agencies  Public access and large meetings  “Do not Admit” list is manual and relies on guards to recognize faces

Review of Solutions  Toured buildings around ours – all had some system of visitor check-in  Hall of States  Meeting attendee list, id check, swipe through turnstile  WMATA  ID check, hand written badge, bag & body scan  Public areas on 1 st floor, separated from WMATA offices

Our Solution  Balanced solution to increase visibility of security while minimizing impact to guests  Increased training for tenants by building security firm  Building tenants issued photo IDs that must be presented for access to building & displayed at all times  Visitors must register in main lobby and wear printed badge while within building  Pre-registration and pre-printing of guest badges for large meetings  seconds per person to register  Garage elevator will stop at lobby. Tenants proceed to other elevators for suite access, guests proceed to lobby to register.  Annual COG VIP card provides priority recognition in parking garage and allows access to elevators without having to check in.

COG VIP Access via Garage  Show COG VIP card to valet to get preferential parking  Take elevator to lobby level  Show COG VIP card to guard in elevator lobby  Proceed to other elevators to go up to COG suite

Public Access via Main Lobby  Select tenant visiting  Scan ID into visitor registration  Print badge  Show guest badge to guard in elevator lobby  Proceed to elevators to go up to COG suite

Implementation & Costs  November  Begin issue all tenants new photo ID  Begin lobby guard desk renovations  December  Installation & training on new visitor management system  January  Issue of COG VIP cards  Continued training & testing of visitor management system  Tenant security training  February  Visitor management system “live”  Costs  Visitor management system & tenant photo ID cards covered by CPAS  $10 for each COG VIP card covered by COG
