ASAS implementation guidelines proposed by SCRSP/1 (2004) Framework for Required Surveillance Performance (2004) Future work on ASAS concept of use (2005 and onwards) Perspectives and conclusions

(SICASP/6 Feb.97) ANB task CNS9701 Other panels are looking at airborne surveillance and airborne separation from different perspectives: –OPLINKP worked on ADS-B applications (ADS-B NRA) and produced an ADS-B concept of use. –SASP worked on separation minima based on ADS-B. –ATMCP worked on a global ATM operational concept for the years 2020 and onwards. Historical ANConf/11 ASAS implementation guidelines Required Surveillance Performance ASAS concept of use Perspectives & conclusion

5/nb_page [Indiquez la date] direction générale de l’Aviation civile direction des services de la Navigation aérienne direction de la Technique et de l’Innovation sous-direction Etudes et Recherche appliquée 26/09/05 ASAS-TN2 ASAS at ICAO5 ANConf/11 – ADS-B and ASAS The ATM operational concept is accepted and endorsed: –It introduces the “separator” as being “the airspace user”. The flight crew will require airborne surveillance and assistance for spacing or separation, i.e., an ASAS. The ADS-B concept of use is endorsed and AS/GS package I is supported –It introduces ADS-B surveillance including GS applications such as ADS-B-NRA, and AS applications such as ASPA-S&M and ATSA- SURF. Historical ANConf/11 ASAS implementation guidelines Required Surveillance Performance ASAS concept of use Perspectives & conclusion

6/nb_page [Indiquez la date] direction générale de l’Aviation civile direction des services de la Navigation aérienne direction de la Technique et de l’Innovation sous-direction Etudes et Recherche appliquée 26/09/05 ASAS-TN2 ASAS at ICAO6 ANConf/11 – ADS-B and ASAS ASAS circular: acknowledgement of ASAS definitions and classification of applications, update on applications under evaluations worldwide. –Airborne traffic situational awareness applications; –airborne spacing applications; –airborne separation applications; and –airborne self-separation applications. The Circular should be published soon. ACAS is reaffirmed a last resort system independent from ground systems but impacting the ATM system. Historical ANConf/11 ASAS implementation guidelines Required Surveillance Performance ASAS concept of use Perspectives & conclusion

7/nb_page [Indiquez la date] direction générale de l’Aviation civile direction des services de la Navigation aérienne direction de la Technique et de l’Innovation sous-direction Etudes et Recherche appliquée 26/09/05 ASAS-TN2 ASAS at ICAO7 ASAS implementation guidelines SCRSP/1 report (November 04) produced guidelines for ASAS implementation: –Interaction with ACAS is a potential safety issue –Update on R&D activities worldwide showing continuous interest –Update on Regional projects showing States implication –ASAS is an enabler of elements of the ATM operational concept (information management, traffic synchronization, separation provision) –Global interoperability standards are required, including procedures –Requirements Focus Group (RFG) is instrumental for coordinated operational and technical requirements. SCRSP/1 report proposed SARPS for ADS-B on 1090ES. Historical ANConf/11 ASAS implementation guidelines Required Surveillance Performance ASAS concept of use Perspectives & conclusion

8/nb_page [Indiquez la date] direction générale de l’Aviation civile direction des services de la Navigation aérienne direction de la Technique et de l’Innovation sous-direction Etudes et Recherche appliquée 26/09/05 ASAS-TN2 ASAS at ICAO8 Required Surveillance Performance (RSP) ICAO would like to express SARPs in a different way based on required performance for communication, navigation and surveillance systems and for the total system. –After RNP (supported by GNSS, VOR/DME, ILS, DME/DME, RNAV), RSP for surveillance systems are being developed. –OPLINKP/1 (Sept.05) produced a manual on RCP. SCRSP/1 (Nov.04) produced a framework for the development of RSP addressing surface, air-ground and air-air surveillance. Historical ANConf/11 ASAS implementation guidelines Required Surveillance Performance ASAS concept of use Perspectives & conclusion

ASAS concept of use should provide a consolidated view of how ASAS applications would be a component of the ATM system. ICAO panels are progressing based on State’s expertise and contributions. ASAS-SG is open for additional views and ideas to progress faster on the subject. The requirement to ensure system interoperability will also fall to industry, leaving ICAO to concentrate on functionality. The change results in a three-level hierarchy of requirements and specifications for complex aeronautical systems. –At the first or "core" level, the ICAO standards and recommended practices consist of broad, high-level requirements contained in annexes to the Chicago Convention. –These SARPs are augmented by technical specifications which are published in appendices to the annexes. –Lastly, the related detailed technical specifications will appear in separate documents published by ICAO or other organizations. For ASAS applications, will RSP and PANS be sufficient to derive architectural solutions? We hope so Standards before the system? Mode S SARPS in 1997 and Mode S stations in Systems used then standardized? TCAS existed then ACAS was standardized. ATMRPP is addressing operational requirements SASP is addressing separation minima SCRSP is addressing ground and airborne surveillance systems and applications, including ASAS Historical ANConf/11 ASAS implementation guidelines Required Surveillance Performance ASAS concept of use Perspectives & conclusion
