Wave IIIb RFP Our goal: Fundamentally improved models of higher education at the degree program or college level that blend the best aspects of brick-and-mortar and online learning, result in deeper learning at scale, equal or lower costs with great effectiveness, and improved rates of degree completion. Up to $1,000,000 grants

What is a breakthrough model? At least 25% of instruction delivered online or enabled by technology Increases personalization, engagement, and efficiency Employs learning science to design learning environments Provides targeted, customized supports for students

What is a breakthrough model? Use of learning analytics to drive feedback and assessment Pushes student mastery of deeper learning outcomes Is flexible, for students and the instructor and institution

Intended Outcomes 50% associate’s degree and 75% bachelor’s degree completion for Pell Grant-eligible students Cost of delivery: $5,000-$7,500 (FTE) Sustainable funding model within 5 years Clear, defensible measures of quality

Eligibility Public, private not-for-profit, or for-profit institutions of higher education accredited to offer associate’s degrees, bachelor’s degrees or both Coalitions or consortia of higher education institutions (Preexisting or created specifically for the grant)

Eligibility Must offer open or less competitive admissions At least 30 percent of admitted students must be Pell Grant eligible Must develop a new or adapt an existing program using the IIIb design criteria that will lead to an associate’s or bachelor’s degree

Successful Applicants Will: Be innovative – dramatically rethinking instructional strategies and content delivery Focus on affordability Employ learning science research Describe purposeful measures of quality Consider bridges to secondary students (for example, college credit)
