TO ENSURE HARMONIZATION IN THE EXPORT INDUSTRY INFORMATION SHARING TO ENSURE MISTAKES ARE CORRECTED FOR UPCOMING SEASON

PEST STATUS: BI Bactrocera invadens Areas under quarantine: Thohoyandou, Groblers bridge Tshipise, Deerpak,Letsitele, Tzaneen Musina, Mooketsi, Komatipoort, Karino, Bugersfort Louistrichardt, Constantia, Hazyview Nwanedi, Modjadji’s kloof Weipe Witvlag Waterpoort

PEST STATUS: Bi CONT… Consignments from production areas moving to the port where Bi is still under control, must be issued with a removal permit from DAFF: Inspection Services (DIS) in Pretoria (No Bi permit no phyto certificate). It is important to note that citrus exports to Botswana, Mauritius and other countries that require, the “area of origin”/PFA/PFPP be free from BI, hence production areas still under control shall not be allowed to export in such cases until cleared.

REQUIREMENTS - ALL SPECIAL MARKETS Information on Citrus to special markets and PUC registrations are available on the DAFF website - must be registered with DPH: www.daff.gov.za Click Divisions – Plant Health – Exporting from South Africa SPECIAL MARKETS ARE: JAPAN, CHINA, IRAN, THAILAND, SOUTH KOREA , EU AND USA PLEASE CHECK PUC DATABASE TO ENSURE PUC IS REGISTERED BEFORE PACKING Production units, pack houses and orchards – annual registration and approval with DAFF. Ensure the FBO registration is done with FSQA. 7

REQUIREMENTS - ALL SPECIAL MARKETS Production units, pack houses and orchards – annual registration and approval with the DAFF. Documentation accompanying consignments to phytosanitary inspection points ( to the port ) Original sample accompanying documents Original intake documents ( consignment notes ) One consignment note per sample accompanying document. Multiple consignment notes on one sample accompanying document is not allowed. Consignment notes and sample accompanying documents to be fully completed and correlate to the consignment and endorsed by the PPECB inspector at the pack house ( traceability and integrity of consignment).

SPECIAL MARKETS - KOREA PROTOCOL REVISED LAST SEASON – ALL VARIETIES APPROVED PHC’s AND PUC’s MANDATORY ON THE PHYTOSANITARY CERTIFICATE ALL PUC’S WISHING TO EXPORT TO KOREA WILL BE REGISTERED, HOWEVER FOR 2014 SEASON ONLY PUC’S EXPORTED THIS SEASON WILL BE REGISTERED. REVISED/RE-WORDED – REPLY FROM KOREA AFTER NEGOTIATING REGARDING POINT No. 5.1 OF PROTOCOL: Packing houses and storages shall be disinfected regularly every year. DAFF shall check sanitary conditions of packing houses and storages of fresh fruits every year. - Insect-proof measures need to be taken immediately after sorting for sorted fruits which will undergo in-transit cold treatment, and the fruits shall be kept in storages equipped with insect proof facilities to prevent entry of pests from outside (currently under interpretation by the DAFF)

KOREA – continued…. CHALLENGES WITH REGARD TO CERTIFICATION: Citrus mussel scale, mealy bugs, thrips,FCM intercepted at port Exporter agent acting on behalf of several exporters causes confusion - during inspection it is not known who’s the actual exporter. Details of exporter and importer to be included in the sample accompanying document. Two containers were rejected during loading for unregistered PUC’s for two exporters: After investigations it was noticed that pallets were re-labelled with fruit from unregistered PUCs 11 11

CHINA Challenges: Exporters requesting phytosanitary certificates to be replaced after data has been forwarded to the Chinese authorities – the credibility of SA’s certification system has been compromised. After data has been forwarded, the DAFF will not replace phytosanitary certificates. Question raised: Stickers on the pallets FPT Durban or FPT DBN acceptable (according to the protocol) FPT DUR not acceptable 12

THAILAND Protocol approved during 2012 season – all varieties allowed. Import permit still required. PUC’s must be registered with the DAFF. Orchards to be verified by the DAFF. Critical quarantine pests: Medfly, Natal Fruit Fly, FCM, Fullers Rose Beetle Challenges – previous season: Import permit not presented during inspections Thailand sticker missing on the four sides of the pallet. 13

Other markets Iran- 2011 imposed stricter measures requested for CBS pest free areas to import into Iran DAFF negotiated with NPPO of Iran for equivalence- to accept the EU CBS RMS RE-UNION MARKET All citrus to Reunion must undergo in transit cold treatment The DAFF via PPECB will ensure compliance- PPECB to provide the temperature certificate for phytosanitary certification Interception in Reunion – was not mandatory for the DAFF to ensure that the in transit cold treatment was conducted (exporter was solely responsible) TAIWAN Sticker stating “To Taiwan Republic of China” 14

EU - CBS & FCM RMS (EU 27 member countries) STATUS QUO : EU POSITION HAS NOT CHANGED (EU 27 member countries) A maximum of 5 interceptions for the 2013 Threatening to impose import ban- more than 5 interceptions. DAFF AND INDUSTRY : BILATERAL WITH EU Second meeting next week for further negotiations NO FORMAL FEEDBACK FROM OUR PRINCIPALS CBS Steering committee (AUTHORITY AND INDUSTRY) are in constant discussion and joint report back will be provided. 15

IMPLEMENTATION OF REVIEWED CBS & FCM RMS Comments and Concerns raised by Industry and PPECB All concerns will be attended to and a formal response will be forwarded to FPEF DEREGISTRATION/WITHDRAWAL 28 APPLICATON FORMS FOR WITHDRAWAL : 105 ORCHARDS (33 AND 28) Current Alert list: 41 PUC’s RE-INSTATEMENT PROCEDURE FOR BLACKLISTED PUC’S No consistency in the completion of evaluation tick list Miscommunication (EXPORTERS/ GROWERS/ ASSESSOR/OFFICIALS) Encourage everyone to familiarize with the system and its principles ADVISABLE NOT TO PACK FOR EU UNTIL PUC IS REGISTERED NO EU FRUIT SHOULD MOVE FROM PACKHOUSE TO THE PORT WITHOUT DAFF ORCHARD INSPECTION. 16

EU - Implementation cont…. Additional measures: Verification and Orchard inspection versus Update of the phytosanitary registration database – delayed early varieties. Temporary measure: Database shows “PENDING” Accompanied by CBS orchard inspection reports. Once the database is updated – show “APPROVED” - TARGET END OF MARCH INITIATIVE FROM CGA: CBS INSPECTION PLANNING (CIPT): SYSTEM IS UP AND RUNNING update information (both DAFF and Industry) 17

ADDITIONAL MEASURES  Apply for phytosanitary inspection with DAFF for the fruit that arrive after 4 days from the day of inspection in the pack house Apply for phytosanitary inspection prior to export of fruit in storage after 18days from inspection in the pack house Ensure that fruits which have not yet left the country within 28 days from first inspection in the pack house is send to non CBS sensitive market Ensure that fruit to EU is not loaded on ambient (above 10oC) temperature/ Direct loading is allowed from the Pack house All exporters/agents and cold stores to register with the DAFF Inspection Services to ensure compliance to additional measures. 18 18

SPECIAL MARKETS – EU(27 members) All cold storage facilities storing citrus fruits to EU should be registered with PPECB and DAFF and sign a declaration to abide by the protocol for handling fruit to EU. Fruits to arrive at the port within 4 days after inspection in the pack house and be under cooling at 10oC or below. Fruit shall immediately on arrival be stored in the cold storage at the temperature of 10oC or below and leave South Africa within 18 days from day of inspection in the pack house Fruit shall be exported to EU on temperature of 10oC or below  Storage facilities will be required to provide the report on the intake, storage and discharge of fruit for export to EU A meeting was held with Cold store facility owners - Durban 19 19

PEST STATUS: FALSE CODLING MOTH Potential quarantine pest for EU Currently citrus to Spain- compulsory DAFF inspections Germany and France also intercepted France notified us regarding preferential of Spain – equivalence PPECB – Zero Tolerance (reporting 3 hits PUC out) If the EU declares FCM as a quarantine pest , then the only mitigation option would be compulsory in transit cold treatment. This would result in an increase in costs to the producer 24

EU CHALLENGES INSPECTIONS Block/ orchard numbers were integrated in the date code on cartons Some cartons did not have orchard numbers at all Consignments from non registered orchards were presented Consignment notes were presented with PPECB copy stamps Consignment notes marked “8” were presented for Spain EU consignments delivered to non approved cold stores . Poor/ lack of communication between cold store and exporter regarding inspection arrangements Consignments sitting at the port for a longer period under ambient temperatures allows for CBS to develop. The compliance for class two fruit for processing purposes is the same for fruit for consumption. 25

CHALLENGES WITH ALL MARKETS Incomplete/incorrect intake and sample accompanying documents. Documents missing PPECB stamp and not original Incomplete/late applications for request of inspection. Agents/exporters to contact the DAFF office were inspection requests are to forwarded to acknowledge receipt of applications. Non compliance of cold store inspection facilities. Too many documents corrected at the port No adherence to minimum consignment size – less than 5 pallets presented for DAFF inspection + more than 3 PUCs presented Expired permits presented for inspection.. There’s no communication between agent/exporter and cold store. Consignments from Bi areas - not accompanied by Bi removal permits. 26

CONSIGNMENT SIZE - FOR ALL MARKETS Minimum consignment size – 5 pallets for all markets excluding USA. 3 pallets must be homogeneous, 2 pallets to be mixed with a maximum of 3 PUC’s per consignment. For China, all pallets must be homogenous – no mixed PUC’s in a pallet is allowed. In the case of lemons – all pallets can contain mixed PUC’s. 27

INSPECTION POINTS Japan – FPT and MFT South Korea – pending China – FPT ,MFT and ECS Iran – FPT, MFT and ECS All other markets – all approved inspection points in Durban ALL INSPECTION POINTS TO BE APPROVED BY DAFF – MUST MEET INSPECTION CRITERIA. Maputo, Mozambique: For EU fruit – DAFF and stakeholder discussion underway. CGA need to be involved with co-ordination DIS nomadic services is available on request KZN management shall be responsible for certification

Inspection points cont.. Specific criteria for consideration for an inspection point: Request needs to be justified and motivated Trained personnel Infrastructure compliance - environmental factors+ plus capacity DAFF personnel availability Compliance to food safety standards (HACC)

INSPECTION REQUIREMENTS Requests for inspections: Use of correct application form to be fully completed and faxed to local DIS office within 48 hours and must have reference no. Applications to be realistic in terms of consignments requested vs availability. Inspection requests to DIS Durban office can be faxed to 031-3688523 or 031- 3688579 All applications to be faxed by latest 15:30pm for next day inspection. To confirm telephonically on 031 3688501 if you used fax 031 3688523 and on 031 3688500 if you used fax 031 3688579 to ensure your fax was received. Application to clearly state party responsible for payment of inspections and must have an account with the DAFF regionally. Contact EureshaR@nda.agric.za for credit application forms.

INSPECTION REQUIREMENTS… No service shall be rendered if account is suspended Consignments must be ready for inspection + availability of labour at inspection points. Effective communication between inspection point, exporter and agent. All documentation to be available at the inspection point. A phytosanitary inspection shall be conducted by the DAFF for countries requesting additional declarations apart from PPECB inspections (e.g. Taiwan, Reunion, Seychelles, Mauritius, India, Bangladesh, Kenya and etc.) The latest import permit ( translated if in other language) shall be presented to the DAFF together with inspection request for countries requesting import permits before DAFF shall conduct inspections.

ISPM 15 – WOOD PACKAGING √ x

PHYTOSANITARY CERTIFICATES Phytosanitary certificates shall be presented to the DAFF for certification within 5 working days after the vessel has sailed – after 5 days, phytosanitary certificate shall not be issued. Replacement phytosanitary certificates due to consignee changes shall not be issued. Late submissions of phytosanitary certificates and missing supporting documents Copies of supporting documents must be available for the DAFF.

DAFF WORKING HOURS Phytosanitary inspections: Official hours weekdays : 07:30 – 16:00 Overtime weekdays : 16:00 – 20:00 Weekends and public holidays: 08:00 – 18:00 A overtime request form shall be fully completed and submitted (by 14:00 for same day overtime to be performed during week days) to the DAFF before overtime can be performed. Overtime requests to be justified.

TARIFFS FOR 2013 Inspection within official hours – R 170.00/half hour Inspection outside official hours: From 06:00 – 07:30 and 16:00 – 20:00 R255.00/half hour Saturdays from 06:00 – 20:00 R 255.00/half hour Weekdays and Saturdays after 20:00 R340.00/half hour Sundays and public holidays R 340.00/half hour
