A. GHS Expert Consultative Committee In May 2012, Expert Consultative Committee of GHS was established. Members of the Expert Consultative Committee: Recommended by members of the Inter-ministerial coordination and committees. The first Expert Consultative Committee contains 22 members, 1 director and 4 vice directors Duties of Expert Consultative Committee of GHS : - Give consultative advice for drafting or revising the standards, laws and regulations; draft a list of classification and labelling on chemicals; draft action plan and supporting policies for the GHS implementation, etc. - Offer technological support on evaluating annual progress, carrying out publicity and training.

Regulations on the Control over Safety of hazardous chemicals (Decree No.591 issued by the State Council which in implemented since 2011.12.1) List of hazardous chemicals Under Revision b. Environmental Management Measures for New Chemicals (Order No. 7 issued by the Ministry of Environmental Protection) c. Dangerous Goods Transportation Regulations (Order No.2 issued by the Ministry of Transport, implemented since 2013.7.1)

Chinese National Standards related to GHS Classification Labelling SDS General Rule for Classification and Hazard Communication of Chemicals (GB 13690-2009) General Rules for Preparation of Precautionary Label for Chemicals(GB 15258-2009) Safety Rules For Classification, Precautionary Labelling and Precautionary Statements, 26 standards included(GB 20576~GB 20599, GB 20601 and GB 20602,2006 Edition); Safety Data Sheet for Chemical Products – Content and Order of Sections (GB/T 16483-2008) Classification and Hazard Pictograms for Chemicals – General Specification (GB/T 24774-2009) Safety Rules For Classification, Precautionary Labelling and Precautionary Statements, 26 standards included (GB 20576~GB 20599, GB 20601 and GB 20602,2006 Edition); Labelling of Chemicals Based on GHS (GB/T 22234-2008)

C. National GHS Capacity Building Project in China 2 years project(2010-2012) With UNITAR/ILO,supported by EU a. Establish the Project Coordinating Committee b. Complete the GHS Situation and Gap Analysis c. Set up a draft National GHS Implementation Strategy d. Organize a National GHS Workshop e. GHS Implementation Activities i)Promote the development of a GHS-related legal system based on the existing legal and regulatory framework for chemicals management. ii)Train 450 key personnel, and 1,200 persons of the target audiences iii)Set-up a webpage on a public website iv)Issue 500 brochures related to GHS to universities and/or other public sectors

Achievements (1) – GHS gap analysis Classification standards of hazard chemicals which were published in recent years were developed according to GHS, and they are consistent with hazard classification standards in GHS. However, the standards for Aspiration Hazard and Hazardous to the Ozone Layer are not released yet. If these standards are implemented in China, many of existing chemicals will need reclassification. (2) In China, although the newly revised Regulations on the Control over Safety of hazardous chemicals adopts the definition of hazardous chemicals according to the GHS classification of physical, health and environmental hazards, which building blocks of GHS should be applied is still under study. The original version of the Regulation only adopted the conception of dangerous goods. And besides acute toxicity, it didn’t take other health and environmental hazards into consideration.

(3) The existing label standards of hazard chemicals which were published in recent years were developed according to GHS. They are harmonized with GHS about labelling requirements. However, there are several parallel running standards of labelling. The elements and contents of labelling for Pesticide and workplace are different from GHS requirements. (4) For safety data sheet, the revised standard of SDS is harmonized with the SDS requirements in GHS. But the following contents are not covered: the way of dealing with confidential ingredients (section 3); the specific requirement for bulk transportation (according to Annex II of MARPOL 73/78 and IBC Code, section 14); and the information of revised contents to last revision (section 16). It is pointed out that the SDS requirements for pesticide is different from GHS.

Achievements (2) – National Strategy 1. Establish a comprehensive system of GHS laws, regulations and standards. 2. Fundamentally set up a database system for chemicals 3. As to hazardous chemicals, instantly implement GHS according to Regulations on the Control over Safety of hazardous chemicals 4. As to other chemicals, set interim period based on substance and mixture, choose building blocks (under study). 5. Form a management system with chemical enterprises as major implementing part, effectively supervised by government and widely participated by stakeholders. Objective

Achievements (2) – National Strategy 1. Upstream chemical suppliers and manufacturers must stick Chinese safety labels in accordance with national standards and offer SDS when supplying chemicals to downstream customers. 2. Chemicals produced and used in workplace should adopt all GHS hazard communication elements, including safety labels and SDS in accordance with national standard. By training, chemical enterprises should ensure workers to precisely understand the hazard, precaution and emergency disposal measures through safety labels and SDS. 3. Chemicals transported by road, waterway, railway and air, should stick GHS pictogram on transport container. For chemicals in the List of Dangerous Goods (GB 12268), the packing and labeling equirements should conform to UN RTDG 4. Daily-use chemical manufacturers and distributors should list the hazard classifications, precautionary measures and accidental release measures in the label and SDS. In order to protect the consumers, warnings should be focused on the specified hazards that could lead to damage while other hazards could be listed in the SDS. 5. Chemical importers and exporters should apply all the hazard communication elements, including labels and SDS. The chemicals should be in accordance with the requirements of the AQSIQ quarantine. Achievements (2) – National Strategy 1.Draft and revise the GHS related laws, regulations and standards. finalise the GHS Inter-ministerial Coordination and Committee. 2.formulate The Catalog of Classification and Labelling of Chemicals of China 3.Awareness rising and training 4.Set up and improve the national and regional chemical database system and offer services for Stakeholders. Action plan 5.Strenthen the international cooperation among governments, chemical enterprises, research institutes and inspection organizationson GHS 6. Monitor GHS implementation and ensure harmonization for each sectors in China.

Achievements (3) – Training and Awareness Rising November, 2011: GHS advanced training program (by UN experts, Beijing) May, 2012: GHS domestic training program(Qingdao, Suzhou, Hangzhou) 2011-2012: Trainings and seminars were conducted by State Administration of Work Safety, Civil Aviation Administration and AICM 2012: Internal faculty training in Import and Export System of AQSIQ Training Established National website of GHS,http://ghschina.miit.gov.cn Documents release, standards of policies, laws & regulations, materials of both domestic and international conferences & activities, implementing progress Issue the Manual of GHS Implementation in China Publicity Regional Communication July, 2012: Chemical industry communication between China and Japan, exchanged the implementing progress of international chemicals management trend, GHS in particular.
