Slide 1 Presented by: Insert name MEMIC Safety Management Consultant Hazard Communication Standard and the Globally Harmonized System (GHS) Overview

Slide 2 OSHA QuickTakes What is the Globally Harmonized System (GHS)? Why Did OSHA align the HCS with the GHS? Benefits of Harmonization Changes to Anticipate What Do Employers Need to Do and When?

Slide 3 Benefits of Adopting the GHS Increase the quality and consistency of information provided to the workers, employers and chemical users.  Reduce confusion and increase comprehension of hazards  Facilitate training in recognizing and interpreting label and/SDS information  Help address literacy problems using Pictograms Other benefits include facilitation of international trade in chemicals.

Slide 4 Benefits of Harmonization Exposure to Hazardous Chemicals Revision of the Hazard Communication Standard Improved Quality & Consistency Benefits to Workers and the Public Benefits to Employers

Slide 5 Hazard Communication Standard (HCS) First Issued in 1983, Final Revision on 3/26/12 Chemical Health Hazards Standard was Designed to Provide Information & Workers Right to Know Chemical Manufacturers Responsibilities Employers Responsibilities

Slide 6 What is the Globally Harmonized System (GHS)? GHS – A Single Set of Harmonized Criteria Chemical Manufacturers World Wide Implementation GHS, is it a regulation or a standard?

Slide 7 GHS Changes to Anticipate Specific Criteria & Classification New Labels Safety Data Sheets (SDS) Required Worker Information & Training

Slide 8 GHS Notable Changes Uses a “standardized” approach rather than a “performance-oriented” approach  “Hazard classification” rather than “hazard determination” Labels are more defined and will now require:  Product Identifiers  Pictogram(s)  Signal Word(s)  Hazard Statement(s)  Precautionary Statement(s)

Slide 9 GHS Training, WHAT’S Different? Workers must be Trained to Read and Interpret SDSs Whenever a new Hazard is Introduced Whenever a Hazard Changes Update Hazard Communication Programs if New Hazards are Identified

Slide 10 Pictograms Nine Pictograms Convey Health, Physical and Environmental Hazards Final Hazard Communication Standard Requirement

Pictograms

Slide 12 Section 1: Identification includes product identifier; manufacturer or distributor name, address, phone number; emergency phone number; recommended use; restrictions on use. Section 2: Hazard(s) identification includes all hazards regarding the chemical; required label elements. Section 3: Composition/information on ingredients includes information on chemical ingredients; trade secret claims. Section 4: First-aid measures includes important symptoms/ effects, acute, delayed; required treatment. Section 5: Fire-fighting measures lists suitable extinguishing techniques, equipment; chemical hazards from fire. Section 6: Accidental release measures lists emergency procedures; protective equipment; proper methods of containment and cleanup. Section 7: Handling and storage lists precautions for safe handling and storage, including incompatibilities. 16-Section Safety Data Sheet

Slide 13 Section 8: Exposure controls/personal protection lists OSHA's Permissible Exposure Limits (PELs); Threshold Limit Values (TLVs); appropriate engineering controls; personal protective equipment (PPE). Section 9: Physical and chemical properties lists the chemical's characteristics. Section 10: Stability and reactivity lists chemical stability and possibility of hazardous reactions. Section 11: Toxicological information includes routes of exposure; related symptoms, acute and chronic effects; numerical measures of toxicity. Section 12: Ecological information* Section 13: Disposal considerations* Section 14: Transport information* Section 15: Regulatory information* Section 16: Other information: includes the date of preparation or last revision. *Note: Since other Agencies regulate this information, OSHA will not be enforcing Sections 12 through 15(29 CFR 1910.1200(g)(2). Employers must ensure that SDSs are readily accessible to employees, this has not changed from ready access to MSDSs 16-Section Safety Data Sheet

Slide 15 Effective Dates Effective Completion Date Requirement(s)Who December 1, 2013Train employees on the new label elements and safety data sheet (SDS) format. Employers June 1, 2015* December 1, 2015Compliance with all modified provisions of this final rule, except: The Distributor shall not ship containers labeled by the chemical manufacturer or importer unless it is a GHS label Chemical manufacturers, importers, distributors and employers June 1, 2016Update alternative workplace labeling and hazard communication program as necessary, and provide additional employee training for newly identified physical or health hazards. Employers Transition Period to the effective completion dates noted above May comply with either 29 CFR 1910.1200 (the final standard), or the current standard, or both Chemical manufacturers, importers, distributors, and employers

Slide 16 Guidance and Educational Materials OSHA is developing an array of guidance materials to assist employers through this change process:  Initial Materials Available Quick cards, OSHA briefs, booklets, small entity compliance guides  Technical Materials Available Model Training Materials; Safety Data Preparation Guidance; Hazard Classification Guidance
