What’s New for Formula Grants in FY 2010 Beginning in FY 2010, only FY 2009 and prior fiscal years are using the Payment Management System of HHS. If this changes, information will be provided
Formula Grant Opportunity Grants transitioned to the Automated Standard Application for Payments (ASAP) for FY 2010 grants. ASAP is a system through which organizations receiving Federal funds can draw payments preauthorized by Federal agencies through the U.S. Treasury. What’s New for Formula Grants in FY 2010
FGS Initiates Enrollment of Formula Grant Recipient Organizations using the unique data for each recipient taken from the SF-424Ms submitted in applying to the Formula Opportunity Grants on grants.gov. If the organization is in the process of being enrolled by another agency, the Enrollment Initiator will have to wait until the pending enrollment is complete. Formula Grant Section enters the Point of Contact (POC) information obtained from the SF-424s submitted. 1. EIN/DUNS 2. Complete enrollment Following initial enrollment by FGS, the Point of Contact is responsible for entering the organization officials. What’s New for Formula Grants in FY 2010

Common Problems with Applications The budget doesn’t match the narrative or no narrative provided The budget doesn’t include base salary and work months. Projects on the current and pending documentation exceeds 100% and doesn’t include percentages for all projects. Meals are not justified. Auditing and clerical costs are not justified. All items on budget are not explained on narrative.
Common Problems with Applications (cont) S&W’s exceed current and pending time commitment. Subcontractors duration exceed awardee duration. Human subjects/animal care approval signed by subcontractors AR and not the awardee AR. No justification for excessive pay for consultants/speakers currently $ per day (Executive Level IV) Consultants rate of pay missing. No letter of intent or SOW for consultants/subcontractors. Proposal for multiple years, but budget for one year
