Rationale Learners’ right to open and lifelong access to quality education Learners‘ educational careers are based on adequate development of language competences. Valuing all learners‘ languages and cultures is key to successful integration into learning communities and societies. Learners relate language experiences to other experiences. Teaching should build on this approach.
