The Players

► Lobbying by PA company and Tesco ► Less money and hence less capacity ► Fear of legal costs over appeals ► Up against seasoned campaigners ► Need to be to seen to listen to residents ► Outcry if process appears undermined. Challenges for the Council

► Section 106 of the T&C Planning Act 1990  Tesco can negotiate planning permission by paying for amenities the local authority might like to see but cannot afford.  Under this section some planning controls can be dropped.  Was originally used to build roads etc to out of town shopping developments.
