4 www.wgcsoc.org.uk The Players Spenhill – the ‘regeneration arm’ of Tesco Indigo Public Affairs – Lobbyists employed by Tesco, they are promoting the scheme “We deliver planning committee approval” “Political communication with local councillors and decision makers” “American campaign techniques” They will be targeting our council in coming months… so must we!

5 www.wgcsoc.org.uk Challenges for the Council Lobbying by PA company and Tesco Less money and hence less capacity Fear of legal costs over appeals Up against seasoned campaigners Need to be to seen to listen to residents Outcry if process appears undermined.

6 www.wgcsoc.org.uk Greasing the wheels – Section 106 Section 106 of the T&C Planning Act 1990 – Tesco can negotiate planning permission by paying for amenities the local authority might like to see but cannot afford. – Under this section some planning controls can be dropped. – Was originally used to build roads etc to out of town shopping developments.

7 www.wgcsoc.org.uk The Way Forward By everyone putting in their objection to the Planning Dept by 03 November. Via post or online. By putting pressure on your local Councillor to express a view. Come to the planning meeting in January Join the campaign group and show your support. Give us your contact details before you leave!
