Technical meeting with PAP/RAC NFPs Rimini, 24 September 2013 Set of indicators to monitor the implementation of ICZM Protocol in the Mediterranean Francesca Santoro (IOC/UNESCO)

Technical meeting with PAP/RAC NFPs Rimini, 24 September 2013 Indicators for ICZM What is an indicator? –An indicator is a quantitative/qualitative statement or measured/observed parameter that can be used to describe existing situations and measure changes or trends over time

Why do we use indicators in ICZM? To monitor key characteristics of coastal and marine ecosystems To evaluate options for coastal management To track progress and effectiveness of ICZM plan/programme objectives Name, Surname – Organisation CoastDay2012, Split September 25 th and 26 th

PEGASO ICZM indicators and the ICZM Protocol Article 27 of the ICZM PROTOCOL specifies that the Parties shall: define coastal management indicators, taking into account existing ones, and cooperate in the use of such indicators; establish and maintain up-to-date assessments of the use and management of coastal zones Name, Surname – Organisation CoastDay2012, Split September 25 th and 26 th

PEGASO approach Name, Surname – Organisation CoastDay2012, Split September 25 th and 26 th Indicators at the core of an integrated assessment: Indicators at the core of an integrated assessment: ISD are not to be used in isolation. To be meaningful and relevant for ICZM they must be used in a context and with clear purpose. Ideally this purpose is formulated as a set of targets/reference values that need to be achieved within a policy context. PEGASO set of indicators is directly linked to the ICZM policy objectives. PEGASO set of indicators is directly linked to the ICZM policy objectives.

From ICZM Principles – to Policy Objectives – to Indicators/Targets 1. ICZM seeks to take account of the wealth of natural capital in coastal zones (…). ICZM PRINCIPLE 1 POLICY OBJECTIVE 1 INDICATORS/TARGE TS 1.Preserve the wealth of natural capital in coastal zone. 1..

EXAMPLE 1 Policy objective: To have a balanced use of coastal zone, and avoid urban sprawl (Art. 6e) Indicators of sustainable development that address this policy objective aim to: –measure implementation of and response to policies and regulations to promote sustainable land uses (Response indicator) and/or –measure trends in (un)sustainable land uses as driver/pressure of change in socio-economic-environmental system (Pressure indicator) –measure impact from (un)sustainable land uses on socio-economic- envirornmental sustainability objectives (Impact indicators)

Conclusions The PEGASO set of ICZM indicators is available from the PEGASO Products section (pegasoproject.eu) PEGASO partners and future end-users will have access to the indicators methodological factsheets to give guidance on standardized calculation methods Uploading calculation results allows building a shared vision of the (sub)regional coastal and marine environment This shared view supports the implementation of existing ICZM policies and identify priorities, challenges and opportunities
