STFC SHE Group Corporate Services September 2008 Update This slide summarises key changes to this code updated in September The changes are: The use of mobile phones, or other mobile communication devices, hands free or otherwise by drivers travelling on Council business is prohibited; Staff who drive more than 3000 miles per annum on Council business shall inform Transport Managers to prompt consideration for Defensive Driver training; and STFC policy with respect to travelling to and work at high altitude and high altitude medical examinations is consolidated.

STFC SHE Group Corporate Services STFC Safety, Health and Environment (SHE) Codes SHE communication is an area the STFC needs to improve and a simple demonstration of effective safety management – ’s alone are not enough. This package is one of a series of STFC SHE Code – updates, revisions and launches. Simple presentations will be available for all Codes and should be used by STFC Managers at all levels to cascade the key messages to all staff and contractors.

STFC SHE Group Corporate Services Simplified format for SHE Codes To aid their communication and understanding - simple language and clear responsibilities Purpose – why the code exists Scope – where it does and does not apply Definitions – of key terms Responsibilities – set out by role – read the part applicable to you, simple language Appendices - specific to the code but include standard appendices for the training relevant to the code, and an audit checklist

STFC SHE Group Corporate Services Safety, Health and Environment (SHE) Group Introduction to SHE Code 8 - “Travel on Council Business”

STFC SHE Group Corporate Services Why a SHE code for travel (and driving) ? “It has been estimated that up to a third of all road traffic accidents involve somebody who is at work at the time. This may account for over 20 fatalities and 250 serious injuries every week.” Source HSE INDG382 “Driving at Work: Managing work related road safety”, 2003 At work (2005/06) Driving at work* Fatalities2121,000 Major injuries28,60512,500 * Estimates based in INDG382

STFC SHE Group Corporate Services Why a SHE code for travel (and driving) ? Travel on Council business is a significant hazard for staff in the course of their work – arguably more dangerous than actually working at a STFC laboratory The STFC has a responsibility to “take care of the health, safety and welfare of all its staff” - this responsibility does not end at the site gate – it includes instances where staff travel on Council business, and indeed work at non-STFC sites Travel is a factor in many STFC activities and has widespread applicability for staff

STFC SHE Group Corporate Services Key features Establishes clear guidance for safe travel specifically by car and overseas. Applies Risk Assessment (RA) to work travel and establishes template RAs for Driving and Overseas travel. Defensive Driver training established for staff driving >3,000 miles per year Documented travel RAs only necessary where unusual journeys are planned – vast majority of journeys addressed by the standard STFC safety controls described in template RAs. Managers to ensure such standard STFC safety controls are in place and used.

STFC SHE Group Corporate Services Key points Read that part of the Code relevant to you, including template RAs in Appendix 1 Does not apply to travel between your home and normal place of work Always consider alternatives to road travel – video / tele- conferencing or using public transport Do you know how your staff get from A to B - are the controls noted in the template RAs applied ? When planning journeys –Take a 15 min break every 2.5 hours when driving –Avoid driving at the end of long working days - total working hours including travel should not exceed 12 hours, cf. RAL-DL return trips –Switch off mobile phones hands free or otherwise Report travel/vehicle related incidents or near misses in SHE Enterprise

STFC SHE Group Corporate Services A standard Appendix to each SHE code lists necessary training - competence in safety is important Training Appendices should be used by managers and staff when considering new hazards or in general as part of Annual Performance Reviews (APRs). - see SHE Code 10 ‘Provision of SHE training’ As each code is launched relevant training will be set up for staff. To book this training contact your local SHE training contacts: - RAL UKATC DL Swindon 2061 SHE Training
