STFC SHE Group Corporate Services January 2009 Update Site Waste Management Plans Site Waste Management Plans are required for construction projects worth more than £300,000. The checklist in Appendix 8 has been updated to add SWMPs as a requirement at the pre-construction phase of a project.

STFC SHE Group Corporate Services STFC Safety, Health and Environment (SHE) Codes SHE communication is an area the STFC needs to improve and as simple demonstration of effective safety management – e-mails alone are not enough This package is one of a series of STFC SHE Code – updates, revisions and launches. Simple presentations will be available for all Codes and should be used by STFC Managers at all levels to cascade the key messages to all staff and contractors.

STFC SHE Group Corporate Services Simplified format for SHE Codes To aid their communication and understanding - simple language and clear responsibilities Purpose – why the code exists Scope – where it does and does not apply Definitions – of key terms Responsibilities – set out by role – read the part applicable to you, simple language Appendices - specific to the code but include standard appendices for the training relevant to the code, and an audit checklist

STFC SHE Group Corporate Services Introduction to SHE Code 13 - Construction Design and Management (CDM) Safety, Health and Environment (SHE) Group

STFC SHE Group Corporate Services “2.2 million people work in Britain’s construction industry, making it the country’s biggest industry. It is also one of the most dangerous. In the last 25 years, over 2,800 people have died from injuries they received as a result of construction work..” Source: HSE website, “Health and safety in the construction industry” Construction projects involve a range of hazards including: fire, scaffolding, excavation, electrical, demolition, work at height, The STFC manages directly, or through others, a large programme of construction and modification of buildings and experimental facilities. Why a CDM SHE Code?

STFC SHE Group Corporate Services When does CDM apply ? The CDM regulations were developed to improve construction safety CDM applies to the construction or preparation of buildings for whatever activity, for example: partitions, ceilings, structural modifications, structural shielding, services, fire and alarm systems … CDM does not apply to the ‘fit out of a laboratory’ provided the work does not affect, or require modification of, the structural integrity of the building or does not require ‘hard wired’ mains services However, it may be helpful or practical to encompass what is not a CDM activity within a CDM managed project.

STFC SHE Group Corporate Services Key points CDM establishes for any construction project 4 key roles with clear responsibilities : – Client; – Designer; – Principal Contractor (and Contractors); & – CDM Co-ordinator STFC staff may fulfil one or more, or all, of these key roles. Construction projects worth more than £300,000 will require a Site Waste Management Plan.

STFC SHE Group Corporate Services Key points CDM legislation applies to the vast majority of construction and demolition projects. NOTE: Construction projects that: Last more than 30 days; or involve more than 500 person days construction work. are ‘Notifiable’ and must be reported to the Health & Safety Executive (HSE) by the CDM Co-ordinator.

STFC SHE Group Corporate Services Key points Read the part of the Code relevant to you Does CDM apply to projects you are working on? If YES – have the roles of client, designer, contractor, and CDM co-ordinator been established? Does the project need to be notified to the HSE under CDM?
