Transforming the Market to Efficient Lighting GEF/UNDP Project

 COMPONENT 1: PREPARE AND SET-UP THE NATIONAL POLICY FRAMEWORK TO PROMOTE EE LIGHTING  COMPONENT 2: IMPROVEMENT OF QA/QC SYSTEM FOR EE LIGHTING MARKET  COMPONENT 3: DEMONSTRATIONAL IMPROVEMENT OF QA/QC SYSTEM FOR EE LIGHTING MARKET  COMPONENT 4: EE LIGHTING PRODUCTS PENETRATION INTO THE RESIDENTIAL SECTOR  COMPONENT 5: REPRODUCTION AND DISTRIBUTION OF THE PROJECT RESULTS Main Components

 Develop and present the national road-map for EE lighting market transformation (including phase out)  Launch a campaign for introduction of the new Laws/amendments to the existing ones providing for improved quality of electricity supply in Ukraine  Develop and submit energy efficient lighting scheme harmonized with EU standards (Labelling)  Improve or introduce new Laws that regulates the collection, disposal, and waste-handling of CFLs and other potentially hazardous lighting products COMPONENT 1: PREPARE AND SET UP THE NATIONAL POLICY FRAMEWORK TO PROMOTE EE LIGHTING

 Study of International and Ukrainian norms and regulations covering fluorescent use lamps collection, disposal and utilization is conducted  Roundtables with key experts in hazardous wastes disposal/handling (mercury in particular)  Proposals for CFLs collection and disposal system improvement have been submitted (drafted amendments to the CMU Resolution) COMPONENT 1: MAKING AMENDMENTS IN ORDER TO IMPROVE HAZARDOUS WASTE-HANDLING DIRECTIVES

 A study of National and international norms, standards and regulations promoting energy-efficient lighting technologies (EU, USA, RF)  Analysis of Ukrainian legal framework on efficient lighting.  Analysis of international legislation covering efficient lighting (applicable in EU, USA, RF) and further comparative analysis thereof with Ukrainian legislation.  Analysis of international phase-out programmes (adopted in EU, USA, RF), useful experience, evaluation of efficiency giving due regard to economic aspects, possibilities to implement thereof in Ukraine;  Prepare and give recommendations and/or proposals pertaining to new norms and regulations and/or amendments to the existing ones;  The Study was commenced on 1 st December 2012 and will be continued in 1 st quarter of 2013 IMPROVEMENT OF EE LIGHTING LEGAL FRAMEWORK AND CREATING NATIONAL PHASE-OUT ROADMAP

Improvement of environmental, energy-efficiency norms and regulations and quality assurance and quality control system for lighting products. Improvement of the Ukraine’s institutional capabilities for auditing and assessing the quality of imported EE lighting products. Provide support for development and modernization of national lighting industry and local manufacture of EE lighting products Prepare, in close cooperation with domestic manufacturers, suppliers, recycling companies and local municipalities a system for CFL collection, recycling and/or disposal COMPONENT 2: IMPROVEMENT OF QA/QC SYSTEM FOR EE LIGHTING MARKET TASKS:

 The framework for cooperation with National Standards Agency (Derzhstandard) and testing facilities has been established  An all –Ukrainian independent testing procedure of light sources (which will result in developing of new standards and recommendations on improvement of current legislation) have been prepared and elaborated, however due to technical complexities has been postponed for  With the purpose of expediting the whole process, the street light testing has been launched (to be finalized in 2013) IMPROVEMENT OF STANDARDS AND NORMS FOR LIGHTING PRODUCTS

 Assessment of Ukrainian market in relation to Mercury recycling/disposal companies  Dedicated research on currently available CFLs disposal technologies has been conducted  Affordable Compact and mobile Equipment, intended for CFL collection, have already been purchased for testing and demonstration purposes within the frameworks of the pilot projects ESTABLISHING THE WASTE MANAGEMENT SYSTEM

Initially: Provide bankable municipal projects for co- financing based upon municipal EE lighting projects in 7 participating municipalities that targets school buildings. Changed: Demonstration projects for modernization of light systems in the municipal sector shall comply with the same requirements plus the following new ones: a) Technically feasible proposal b) Support offered by applicable municipality and local partners c) Visibility d) Social and economic effect e) Promotion of new EE technologies Whereby four small-scale pilot projects in different areas have been fulfilled COMPONENT 3: DEMONSTRATION OF EE LIGHTING IN MUNICIPAL SECTOR

15 state-of-the-art street LED lights have been installed in the village main street leading thereby to fivefold reduction of lighting costs Ten-fold increase of operation period; capability to withstand low quality power supply The opening has been accompanied by newly established annual international cultural festival giving thereby additional media coverage PILOT PROJECT 1: Street Lighting IVANO-FRANKIVSK REGION IMPLEMENTED WITHIN THE FRAMEWORK OF “SADZHAVSKE NAMYSTO” INTERNATIONAL FESTIVAL

Area 2 – Outdoor Park Lighting TMEL Project provided for replacement of 500 existing incandescent street lights for energy efficient CFLs specifically designed to withstand adverse winter weather conditions tourists, yearly visiting the city, will be able to see for themselves the effectiveness of a up-to-date technologies PILOT PROJECT 2: MODERNIZATION OF PUBLIC LIGHTING IN BERDYANSK

 Implemented in close cooperation with SGP, municipal authorities and city community  In addition to EE lighting TMEL Project provided 6 complexes of SMART (intellectual) outdoor management system  new way to achieve savings PILOT PROJECT 3 : “MY BRIGHT CITY” PROJECT IN LUGANSK

 LED Lighting Sources  4 watt instead of watt  Considerable extension of operation period  Positive and promising directions providing reliability, energy savings and bankable solutions. PILOT PROJECT 4 : LED LIGHTING IN THE COMMUNITY HOUSING SECTOR (STAIRCASES IN THE APARTMENT HOUSES) PILOT PROJECT IMPLEMENTED IN DOBROTVІR OF LVIV REGIONS

Elaborate and implement EE lighting information dissemination program within the residential sector. Introduce EE lighting and Green Light Labelling component into the school curriculum (including distribution of the training booklets provided for by the Component 5). Plan and run the municipal PR campaigns on EE lighting while implementing demonstration projects. Adopt globally run CFLs promotional campaigns to Ukrainian consumer market. COMPONENT 4: EE LIGHTING PRODUCTS PENETRATION INTO THE RESIDENTIAL SECTOR

RESIDENTIAL SECTOR – Defining A Baseline Current consumer attitude and awareness level towards energy efficient lighting based on the results of studies conducted A map of lighting products manufactures and dealers have been produced Cooperation with major manufacturers/importers of lighting products has been established and relevant MoUs have been signed The strategy for 2013 All-Ukrainian campaign for promotion of energy efficient lighting and enhancement of consumers’ awareness has been developed The Team is currently studying possible lines of development of energy efficient lighting technologies in order to introduce most suitable technologies at the early stages of the Project.

ESTABLISHING A PARTNERSHIP WITH KEY PLAYERS ON UKRAINIAN AN INTERNATIONAL LIGHTING MARKETS: Osram Company; Philips Company; GE Company; Gazotron Lux Company; Shimizu Electric Japan; Energospetzstroi Electronic light

Develop and start a dedicated website covering the Project’s current activity, works completed, results achieved and activities planned for the future Educational booklets/brochures for pupils on energy- efficient lighting Prepare the second phase of demonstration projects covering at least 20 municipalities across Ukraine Support organizations and entities focusing on energy efficiency in Ukraine’s public sector/municipalities Arrange and conduct seminars and workshops in the municipalities dedicated to how Low Carbon Finance and other possible ways of financing. COMPONENT 5: REPLICATION AND DISSEMINATION OF THE PROJECT RESULTS

5: REPRODUCTION AND DISTRIBUTION OF THE PROJECT RESULTS THE PROJECT WEBSITE HAS BEEN BUILT TO BECOME A BASE PLATFORM FOR DISCUSSIONS RELATING TO EE LIGHTING TECHNOLOGIES AND THEIR PROMOTION WITHIN THE COUNTRY
