EVACUATION PLAN Know where you will go! Know how you will get there! Designate a family POC? Keep a full gas tank! Keep cash? (Do not rely on ATMs) What about pets?

PHASE 1 (24 to 14 hours prior to storms arrival. PHASE 2 (14 hours prior to storms arrival) Individuals residing north of RT 264 will use I-64W towards Richmond. Individuals residing south of RT 264 and along the Oceanfront will use I-64 towards Suffolk. Green lines indicate authorized evacuation routes

 The midtown tunnel and Jamestown-Scotland Ferry will close when an approaching tropical storm or hurricane produces winds of 39mph that are forecast to intensify.  The HRBT, MMBT, James River Bridge, Downtown Tunnel, Coleman Bridge and the High Rise Bridge will close when an approaching tropical storm or hurricane produces 45mph winds that are forecast to intensify.  Under no circumstances is the CBBT to be considered an evacuation route

 I-64 Westbound traffic traveling from Norfolk and VA Beach will shift onto what are normally the eastbound lanes of I-64 just before the HRBT in Norfolk, near Willoughby Spit. Motorists will continue traveling on the eastbound lanes until they reach I-295 in Richmond.  Persons living on the Hampton side of the HRBT will use the normal I-64 Westbound lanes. Exit and entrances will be normal with the exception of some entrance ramps may be closed to smooth traffic flow.  No traffic will be allowed to travel East on the interstate during a reversal. All Eastbound lanes and ramps between Norfolk and Richmond will be closed via gates, police and VDOT.  There will be 2 possible exits for traffic traveling on the reversed lanes: Exit 234 for gas, lodging and hospital. Exit 205 for gas and food.  A comfort station on I-64 near Jefferson Ave and the rest areas in Kent County will also be open.

VDOT Safety Service Patrols will provide basic motorists assistance on the road or at the rest areas and comfort station. Wreckers to be on standby along I-64 to move disabled cars and trucks out of travel lanes Vans will shuttle motorists whose vehicles become disabled to shelter locations Drinking water will be available at the New Kent safety rest areas, at the Jefferson Avenue comfort station and at the west Suffolk weigh station on Route 58.

I-295 INTERCHANGE Motorists on I-64 West lanes must exit and use I-295 North or I-295 South Motorists on I-64 reversed lanes will cross over to I-64 West lanes and continue to the I-95 interchanges In addition to hurricanes, I-64 might be reversed for other emergencies at the discretion of the governor VDOT has an agreement with the Richmond Metropolitan Convention and Visitor's Bureau to encourage the use of their toll-free number during evacuation.

Hampton Roads evacuation order will be issued by CO Navy Region Mid-Atlantic -- Will designate installations effected NAS OCEANA (AOR) evacuation order will be issued by CO NAS OCEANA –Will designate personnel effected Active Duty and Family Members DoD Civilians and Family Members –Will designate the Safe Haven Site as a 500 mile radius around FORT PICKETT, Blackstone, Virginia NOTE: RSH may change with storm path predictions

Remote Safe Haven (RSH) Description - Per CNICINST , a RSH is a location anywhere in the world named in the evacuation order/authorization or subsequent modification to order/authorization to which dependents are directed to relocate on a temporary basis to await a decision by competent authority to either return to the PDS or proceed to a designated place. Personnel evacuated to a RSH are entitled to certain allowances. The supporting Personnel Support activity (PSA) or Personnel Support Detachment associated with movement of personnel to a RSH.

NAS OCEANA (AOR) evacuation order will be issued by CO NAS OCEANA. -- Will designate COOP Emergency Operations Center for NAS OCEANA, VANG Maneuver Training Center, FT Pickett, Blackstone, VA. -- Only designated CAT1 and CAT 5 personnel will remain in approved shelters. -- CAT 1 personnel may be required to evacuate if their safety is in jeopardy or it is deemed unnecessary for them to ride out the storm on the installation.

AUTHORIZED ORDERED EVACUATION 500 mile radius (approximate) around Blackstone, VA AUTHORIZED EVACUATION AREA - WHEN ORDERED NAS OCEANA COOP SITE VIRGINIA ARMY NATIONAL GUARD FORT PICKETT, BLACKSTONE, VA

Identify a Command Emergency Management Officer/Evacuation Coordinator. Provide name and 24/7 contact information to NAS OCEANA EMO. Prepare a tenant evacuation plan. Provide a copy to the NAS OCEANA Emergency Operation Center. Parent Command will issue TAD orders to evacuate military and DoD civilian employees (within 500 miles of NAS OCEANA's COOP site). Parent Command will issue certificates in lieu of orders to family members (within 500 miles of NAS OCEANA's COOP site). Evacuation allowances are not authorized outside the 500 mile radius of NAS OCEANA's COOP site (Blackstone, VA).

Parent Commands will pay evacuation allowances per JFTR/JFR Provide NAS OCEANA EOC with a copy of stay behind crew justification to include number, names, location, 24/7 contact numbers. CO of NAS OCEANA has overall approval /disapproval of the list. NAS OCEANA will maintain a security team on the installation. Request release of restricted personnel to Parent Commands. Identify a location to use as an alternate work site in the event your building is damaged or NAS OCEANA (AOR) is closed due to damage.

Inform personnel to prepare for possible evacuation by preparing their home (barracks included), check disaster kit, fill gas tank, filling prescriptions, obtain cash, etc. All personnel must have clothing and sustainment for at least 72 hours. Especially if you are reporting to shelters. Assist with evacuating your personnel who do not have their own transportation (i.e. carpools, command vehicles, etc.). Ensure evacuees know where the safe haven area is located and that they are required to muster (Account) upon arrival at RSH. Maintain contact with NASO COOP Site.

EVACUEES (INCLUDING FAMILY MEMBERS) MUST MUSTER UPON ARRIVAL AT RSH -- OR All active duty Navy personnel, Navy reservists, Navy Civilian employees, both Civil Service and non-appropriated funds employees and their families (as listed in the DEERS database) have a responsibility to properly account for their status following an incident. All personnel must have clothing and sustainment (food/water) for at least 72 hours. Especially if you are reporting to shelters. Make safe-haven lodging reservations (ensure pets are allowed if necessary) or contact kennels in the RSH area. (Don't forget the pets shot records).

Maintain travel expenditure receipts. Monitor media closely for return to base info. Maintain contact with your Command's Emergency Management POC. Return to the installation will be determined by the CO NAS OCEANA.
