Rwanda Case Study Additional Slides on Stakeholder Involvement

How to Make Stakeholder Participation Happen Defining the purpose of M&E in the program  Participation in defining the purpose is important, as the whole design should flow from this. This will result in high empowerment of stakeholders Roles  Invite them to negotiations of purpose of M&E activities  Allow them to feed into the definition of purpose and/or critique what is already proposed

Cont. Focus the design on stakeholder needs  Where stakeholders are not involved in design, the M&E activity could be biased, missing important issues for the stakeholders  Perspectives of primary stakeholders can challenge other stakeholders’ more “established” analytical frameworks, bringing new perspectives on the interrelationship of different issues Roles  Invite them to negotiations of the program design  Allow them to feed into the program design and/or critique what is already proposed

Cont. Involve them in collecting evidence  For most M&E activities, greater participation of stakeholders in collecting data ensures accuracy, completeness, and fair results  Stakeholders (especially primary) may apply tools differently based on their translation of tools for local realities (e.g., perspectives on how family and household are defined)  Stakeholders may have different perspectives in interpreting responses or suggest different directions for further probing and data collection

Involve them in validating evidence  Participation of stakeholders in the stage of validating findings allows an opportunity to correct and clarify perspectives, as well as provide contextual analysis from their perspective  Involve them in discussing findings  Involve them in cross-checking findings

Involve them in analysis, conclusions, and recommendations  Participation in analysis, conclusions, and recommendations can be an extension of the validation process  Involvement of stakeholders becomes more important and necessary when they will have a role in actually implementing changes  The biggest challenge is how local-level validation, analysis, conclusions, and recommendations can be brought into a wider process with other stakeholders without losing the specificity of the local inputs

Using M&E results – dissemination process  Participation of stakeholders can be a further means of building ownership of results, particularly where these relate to locally visible follow-up, such as adjustments to existing programs  Roles:  In developing dissemination strategy  In designing messages  As a vehicle for dissemination messages

Cont. Using M&E results – translation into action plan  Participation in the use of M&E results can be the ultimate participation in M&E and typically requires some participation in early stages  Roles:  In developing action plans  In validating decisions

Exercise Stakeholder Analysis  Brainstorm list of stakeholders on flipchart (5 min)  Pick three stakeholders from your list and complete the analysis matrix (20 min)  Groups present one example of their entries in plenary  Discussion
