Agenda Brief overview of Data Demand and Use Presentation of Tool – Information Use Map Field Application of Tool Questions and Answers Wrap up

Why improve data-informed decision making? Pressing need to develop health policies, strategies, and interventions

“… without information, things are done arbitrarily and one becomes unsure of whether a policy or program will fail or succeed. If we allow our policies to be guided by empirical facts and data, there will be a noticeable change in the impact of what we do.” National-level Policymaker, Nigeria

Definitions  Data use – Using data in the decision making process  create or revise a program or strategic plan  develop or revise a policy  advocate for a policy or program  allocate resources  monitor a program  review must be linked to a specific decision making process  Data Demand - decision makers specify what kind of information they want & seek it out

INFORMATION USE MAPPING

Information Use Mapping Data Use Problem:  Information is collected, but not interpreted by those who can use it. Data Use Solution:  Assess how data is translated into useful information within a health system.  Determine how that information can be used and by who to improve health service delivery.

Information Use Mapping Goals:  Find opportunities to increase who translates data into useful information  Bring local expertise into data interpretation and increase use of data to inform programmatic decisions.  Identify ways that information can be presented as feedback to others in the health service system

Information Use Map and Other DDU Tools: http://www.measureevaluation.org/ddu 1)Stakeholder Engagement Tool 2)Information Use Mapping Tool 3)Assessments to Data Use Constraints 4)Framework for Linking Data with Action 5)PRISM Tools

How to do an Information Use Map?  Scope of program(s) to assess  Identify key data users and data producers  How is information collected: desk reviews, interviews, and validation workshops  Adapt tool:  Involve those active in the program area of interest  Detail of assessment matches their specific needs
