A GENDA ● MSC-IPAL Licensure Discussion ● Response to Questions Submitted by School Division Personnel ● Additional Questions

QUESTION: A RE LONG - TERM SUBSTITUTES COUNTED IN HIGHLY QUALIFIED CALCULATIONS FOR A DIVISION ? ● The Instructional Personnel and Licensure (IPAL) Report is a snapshot of instructional personnel as of October 1 of each year. ● Teachers must be reported as of October 1. If a substitute teacher is reported as the teacher for a class as of October 1, the individual is included in the calculation for highly qualified.

QUESTION: D O SPECIAL EDUCATION TEACHERS THAT ARE TEACHING CLASSES OF ONLY SPECIAL EDUCATION STUDENTS HAVE TO BE ENDORSED IN BOTH THE SUBJECT AREA AND THE DISABILITY THEY ARE SERVING ? ● Consultative Special Education Teachers : The teacher must hold an active Virginia license with the appropriate special education endorsement. ● Teachers of special education who are the teacher of record in federal core areas must be highly qualified. ● Teachers of special education assigned as the teacher of record to teach a verified credit course for high school graduation to children with disabilities must hold an active Virginia license with the appropriate special education endorsement and the content endorsement and be highly qualified in the content area.

QUESTION: H OW SHOULD A SCHOOL DIVISION REPORT THE HIGHLY QUALIFIED STATUS OF PRIVATE SCHOOLS WHERE A SCHOOL DIVISION DOES NOT KNOW THE LICENSURE INFORMATION OF TEACHERS ? ● School divisions must use the correct Division Code and School Code to show that this is a private school setting. Example: 600/8000 for an in-state private special education school ● School divisions must report an E Record for this school to indicate the name of the facility.

QUESTION: A RE VIRTUAL TEACHERS REQUIRED TO BE LICENSED AND HIGHLY QUALIFIED ? ● Section of the Code of Virginia, states, in part the following: A. Teachers who deliver instruction to students through online courses or virtual school programs shall be licensed by the Board of Education and shall be subject to the requirements of Sections and applicable to teachers employed by a local school board ● School divisions must report teachers of virtual classes. ● Teachers delivering online courses or virtual school programs must be properly licensed and, if teaching federal core areas, also highly qualified.

QUESTION: S HOULD SUMMER SCHOOL TEACHERS BE REPORTED WITH HIGHLY QUALIFIED INFORMATION ? ● Summer school teachers are not included in the FALL MSC- IPAL collection, so reporting these teachers is not currently required. However, teachers must be properly licensed and endorsed and meet federal highly qualified requirements. ● Section of the Code of Virginia states, in part, the following: No teacher shall be regularly employed by a school board or paid from public funds unless such teacher holds a license or provisional license issued by the Board of Education or a three-year local eligibility license issued by a local school board pursuant to §

QUESTION: W HAT ARE THE REQUIREMENTS FOR COMMUNITY COLLEGE INSTRUCTORS WHO TEACH DUAL ENROLLMENT COURSES ? ● Refer to Superintendent’s Memo Number 153, dated July 3, Web site: Web site: Selection of Faculty The faculty shall be selected and employed by the participating community college and shall meet the faculty hiring criteria established by SACS and the State Board for Community Colleges. For credentialing guidelines, the SACS criteria state, “Faculty teaching associate degree courses designed for transfer to a baccalaureate degree: doctor’s or master’s degree in the teaching discipline or master’s degree with a concentration in the teaching discipline (a minimum of 18 graduate semester hours in the teaching discipline).” If a part-time faculty member of the community college is employed simultaneously full-time by the public school, the college may reimburse the public school board for the services of its faculty member in lieu of direct compensation to the faculty member. Alternate faculty compensation plans may be negotiated by the participating community college and public schools.

QUESTION: H OW SHOULD A SCHOOL DIVISION REPORT A CLASSROOM WITH VARYING DISABILITIES IF THERE IS NOT A DEFINED CLASS TYPE THAT FITS ? ● The defined class types for special education are identical to the assignment codes (areas of disabilities) that schools divisions have previously used for reporting. ● Please reference the Regulations Governing Special Education Programs for Children with Disabilities in Virginia at the following Web site:

Q UESTION : S HOULD PART - TIME INSTRUCTIONAL PERSONNEL BE REPORTED AS A FULL YEAR OF EXPERIENCE FOR IPAL? ● For each instructional personnel employee, a school division must report on the FTE (Full-Time Equivalency) status. For example, if the individual is employed on a half-time contract, the individual would be reported as.5 FTE. ● School divisions are to report the years of teaching and/or administrative experience of the instructional personnel as documented by the division. Please note that the years of experience must be reported in whole numbers.

QUESTION: D O TEACHERS THAT MONITOR STUDENTS ON COMPUTERS HAVE TO BE HIGHLY QUALIFIED ? ● Section of the Code of Virginia states, in part, the following: No teacher shall be regularly employed by a school board or paid from public funds unless such teacher holds a license or provisional license issued by the Board of Education or a three-year local eligibility license issued by a local school board pursuant to § ● Teachers in federal core areas must be designated highly qualified. ● If the class is taught virtually, the teacher of record must be properly licensed and endorsed as well as meet the highly qualified requirements if teaching a federal core area.
