REVIEWER TRAINING NH Department of Education Program Approval

Professional Educator Preparation Program Approval The purposes of professional educator preparation program approval are to ensure that all future educators in New Hampshire are highly qualified and well prepared to serve all students effectively. Preparation programs utilize data on their students’ preparedness for professional practice and other essential indicators for continuous program improvement.

Program Approval Goals Ensure credentialing can trust fully the IHEs recommendation of candidates for certification. Facilitate ongoing alignment of the state preparation programs with evolving K-12 priorities. Facilitate and support an organizational culture committed to data driven decision making and continuous improvement. Identify promising and commendable practices to share with other IHEs and state policy makers.

Program Reviewer Matrices Reviewers complete an assessment matrix to determine compliance of each standard. Reviewers rank the level of compliance on a 1-4 scale  4: Highly effective  3: Effective  2: Needs improvement  1: Ineffective Reviewers present a rationale describing the evidence that led to a specific rating. Reviewers list recommendations, suggestions and commendations.

Self-Assessment Matrices Members of the IHE complete self-assessment matrices that identify 3-5 sources of evidence and/or data that is used to assess compliance of each standard. Members of the IHE describe the rationale for the for the inclusion of the evidence and/or data. Members of the IHE present a brief analysis of the evidence and/or data and describe future actions to be taken in response to the analysis. Members of the IHE will describe how the Ed 610, Ed 612 and Ed 614 standards are integrated.

Following the Site Visit The review team produces a draft of the final report to be reviewed by the IHE to identify any factual inaccuracies. A final report is completed and presented to the IHE and CTE. IHE members are invited to discuss the report. The CTE makes a recommendation to the State Board of Education regarding approval of each program. The State Board makes a final determination of approval and requirements for progress reports for unmet standards. The IHE provides progress reports to the CTE and recommends to the State Board concerning approval in response to the progress reports.
