ADMINISTRATIVE UNIT OF ESF

OBJECTIVES TO INCREASE: 1.- EMPLOYEMENT RATE, MAINLY WOMEN EMPLOYMENT RATE. 2.- BUSINESS CREATION RATE. TO DECREASE: 1.- YOUTH UNEMPLOYMENT RATE. 2.- SCHOOL LEAVING. 3.- TEMPORARY JOBS RATE. 4.- ACCIDENTS WHILE WORKING.

Operational programmes 19 REGIONAL PROGRAMMES: ONE PROGRAMME FOR EACH REGION 3 NATIONAL PROGRAMMES (MULTI- OBJECTIVE): a) Adaptability and employement b) Reinforcing social inclusion c) Technical Assistance

IMPORTANCE OF REGIONS THE REGIONAL OP REPRESENT 40 % OF THE TOTAL AMOUNT OF THE ESF IN SPAIN. THE NATIONAL OP REPRESENT 60 % OF THE TOTAL AMOUNT OF THE ESF IN SPAIN.

MANAGEMENT, MONITORING AND CONTROLS MANAGING AUTHORITY: Administrative Unit of ESF within the Ministry of Labour and Inmigration in all the operational programmes. CERTIFYING AUTHORITY: Administrative Unit of ESF within the Ministry of Labour and Inmigration in all the operational programmes. AUDIT AUTHORITY: A) Regional programmes: National Audit Office (IGAE) within the Ministry of Economic and Finances. b) National programmes: Regional Audit Office (IGCCAA)

MINISTRY OF LABOUR AND INMIGRATION GENERAL SECRETARY OF EMPLOYMENT GENERAL DIRECTORATE OF SOCIAL ECONOMY, FREE LANCE WORKERS AND ESF ADMINISTRATIVE UNIT OF THE ESF

DIVIDED IN TWO DIFFERENTS BODIES. EACH BODY WILL DEVELOP THE FUNCTIONS OF EACH AUTHORITY. THE MANAGER GUARANTEE THE ADECUATE COORDINATION AND WILL BE RESPONSIBLE FOR DEVELOPING THE FUNCTIONS OF THE MEMBER ESTATE RELATED TO THE E. C.

ADMINISTRATIVE UNIT OF THE ESF MAINTAIN ALL THE KNOWLEDGE (KNOW- HOW) ADQUIERED IN 12 YEARS. COMPLIANCE WITH THE PRINCIPLE OF SEPARATION OF FUNCTIONS.

Intermediate bodies ONE IN EACH REGIONAL PROGRAMME TEN DESIGANTED IN THE REINFORCING SOCIAL INCLUSION PROGRAMME SIXTEEN DESIGNATED IN THE ADAPTABILITY AND EMPLOYMENT PROGRAMME TWO DESIGNATED IN THE TECHNICAL ASSISTANCE PROGRAMME.

Intermediate bodies (OP REINFORCING SOCIAL INCLUSION ) 1.- Five of them are private bodies focus on working wiht disabled people. 2.- Four of them are units of the Ministry of Labour and inmigration. 3.- One is a unit of the Ministry of Domestic Policy.

Intermediate bodies (OP ADAPTABILITY AND EMPLOYEMENT) ALL OF THEM ARE PUBLIC ADMINISTRATIONS WITHIN DIFFERENT MINISTRIES AND WITHIN DIFFERENT LEGAL STATUS. THE MOST IMPORTANT IS THE PUBLIC EMPLOYMENT SERVICE.

PUBLIC EMPLOYMENT SERVICE IT MANAGES ABOUT THE 80% OF THE FUNDS ALLOCATED IN THE OP. COMPETENCE OF IMPLEMENTING PROYECTS AND BODIES ISSUING APPROVAL DECISION ARE SET AT A REGIONAL LEVEL. THEREFORE, IT ONLY MANAGES ABOUT 25 % OF THE FUNDS ALLOCATED IN THE OP, WHILE THE 55 % IS MANAGING AT THE REGIONAL LEVEL. AT THE END WE CAN CONCLUDE THAT 60% OF THE FUNDS ARE MANAGED AT REGIONAL LEVEL WHILE 40% ARE MANAGED AT CENTRAL LEVEL. ACTUALLY WE HAVE 15 INTERMEDIATE BODIES MORE.
