| Program Name or Ancillary Texteere.energy.gov Water Power Peer Review Validation of W4e Hydropower Turbine Generator PI Henry W Russell Walker Wellington, LLC October 28, 2011 W4e Direct Drive, In-line Hydroturbine Generator designed for low head variable flow applications U.S Department of Energy Wind and Water Power Program 2011 Water Power Peer Review

| Wind and Water Power Programeere.energy.gov Purpose, Objectives, & Integration Project Purpose Using an independent consulting engineer and established research facility to identify: 1)The ability of the turbine to be successfully integrated into a low- head hydropower system 2)The capacity of the turbine to consistently generate electricity over a range of heads and flows which is representative of many typical low-head hydropower sites 3)The overall water-to-wire efficiency of the turbine/generator package over a range of heads and flows 4)Unforeseen design and performance issues which may be apparent in the prototype modle during testing.

| Wind and Water Power Programeere.energy.gov Relation to Project Objectives Water flowing in a pipeline offers a potential source of renewable energy. While hydro turbines have been looked at for years as a means to harvest this power source, the challenge posed by low head and fluctuating flows has more often than not rendered this technology impractical. Potential areas of application include water supply transmission lines, water distribution pipe networks, treated effluent discharge pipes, irrigation systems, industrial process systems, storm water conduits, and others Validation of the W4e through the U.S. DOE Wind and Water Program will demonstrate to municipalities and utilities the viability of small hydropower as a reliable renewable energy alternative. Purpose, Objectives, & Integration

| Wind and Water Power Programeere.energy.gov Technical Approach Technical Approach – Testing program design, data collection, and data reduction by independent experts. Key issues: Third Party Validation GZA GeoEnvironmental, Inc. (independent consulting engineering firm) Demonstrate W4e’s ability to efficiently generate electricity through a range of range and head conditions Alden Research Laboratories (independent testing laboratory)

| Wind and Water Power Programeere.energy.gov Technical Approach Testing Objectives Documentation of methodology and effort required to install the W4e components on an existing conduit. Demonstrating that the W4e system can be easily adapted to such a site will help to prove the range of real-world applications for the technology. Documentation of the capacity of the W4e system to generate grid- compatible electrical power. Evaluation of the generation performance of the W4e system over a range of head and flow conditions to develop efficiency data. Identification of any potential issues which may require additional refinement in advance of moving commercial scale production of the units

| Wind and Water Power Programeere.energy.gov Technical Approach Testing Procedure Testing Protocol to be prepared in accordance with American Society of Mechanical Engineers Performance Test Codes on Hydraulic Turbines (ASMITIC ) 1.Site visit to Alden facilities to obtain measurements on testing facilities and penstock dimensions and confirm interconnection requirements. (GZA, Alden, and Walker Wellington, LLC) 2.Design and fabrication of W4e prototype device for use at Alden facilities including connection flanges and/or reducers and all power conditioning components. (Walker Wellington, LLC) 3.Installation of W4e prototype turbine at Alden test facility and interconnection to on-site electrical grid with monitoring instrumentation. (Alden and Walker Wellington, LLC). Documentation of process and issues encountered during testing. (GZA)

| Wind and Water Power Programeere.energy.gov Technical Approach Testing Procedure (Cont’d) 4.W4e turbine / generator testing. Data on power production to be collected to include frequency, voltage, and kW power. (Alden to provide and document flow and head conditions. GZA to monitor and document final power output on grid side of final AC power transformation at range of flows and heads, as available at Alden facilities.) 5.Calculation of efficiency of “water to wire” generation based on ratio of theoretical power to actual electrical power produced on grid side of final AC power transformation. Development of efficiency / “hill” curves. (GZA) 6.Documentation of turbine mechanical performance during testing. (GZA) 7.Disassembly of W4e components and removal of components from Alden facilities. (Walker Wellington, LLC.) 9.Post-testing examination of turbine (GZA and Walker Wellington, LLC) Completion of test report (GZA)
