OUTLINE DEFINITION AND GROWTH OF THE ENVIRONMENTAL INDUSTRY COMPONENTS OF THE ENVIRONMENTAL INDUSTRY AND EXISTING CLASSIFICATION CLASSIFICATION FOR THE CSME ZONE CREATION OF AN ENABLING ENVIRONMENT FOR THE FURTHER GROWTH ON THE ENVIRONMENTAL INDUSTRY IN THE CSME ZONE FURTHER READING CONCLUSION © CaribInvest July 2009

DEFINITION OF THE ENVIRONMENT INDUSTRY “ activities which produce goods and services to measure, prevent, limit, minimise or correct environmental damage to water, air, soil, as well as problems related to waste, noise and eco- systems. This includes cleaner technologies, products and services that reduce environmental risk and minimize pollution and resource use” OECD/Eurostat, OECD and the Statistical Office of the European Communities, 1999, OECD Publication, Paris.

GROWTH AND POTENTIAL OF THE ENVIRONMENTAL INDUSTRY  In 2003, the total size of the global environmental market is estimated at $550 billion.  This is expected to grow to US$ 640 billion in 2010 with an annual growth rate of 8 percent; thereby placing the environment industry at roughly the same size as the pharmaceuticals or information technologies industries.  Environmental services, as distinct from the equipment or resources market, account for about 50 per cent of the total market: solid waste management accounts for 22.6 percent, water treatment services for 14.3 per cent, consulting and engineering for 5.9 percent. © CaribInvest July 2009

COMPONENTS OF THE ENVIRONMENTAL INDUSTRY: CHALLANGED IN DEFINING Defining and classifying, exactly what constitutes environmental services. Two concepts of environmental services a. Those services which comprise of the human services to address particular environmental and natural resources issues (i.e. waste water treatment et al). b. Environmental services that are derived directly from the ecosystem themselves (i.e. release of water from a healthy watershed area), which have an economic value. Complicated by the characteristics of environmental services, themselves. Environmental services are by their very nature, inter-sectoral; and hence overlap with other sectors..

EXISTING CLASSIFICATION Service Sectoral Classification developed during the Uruguay Round (often referred to as the W/CPC classification). Based on the United Nations Central Product Classification (Provisional CPC), Classifies the environmental service sector as comprising of four sectors. (i) sewage sector, (ii) refuse disposal services; (iii) sanitation and similar services and (iv) other (cleaning services for exhaust noise abatement services, natural and landscape protection services, and other environmental services not elsewhere classified), with their corresponding CPC. © CaribInvest July 2009

EXISTING CLASSIFICATION The OECD and Eurostat (1999) Characterized the industry into three main sectors, namely i. pollution management, ii. cleaner technologies and products iii. natural resources management. The OECD/Eurostat classification is more comprehensive that that of the W/120 CPC classification. © CaribInvest July 2009

CREATION OF AN ENABLING ENVIRONMENT FOR THE FURTHER GROWTH ON THE ENVIRONMENTAL INDUSTRY IN THE CSME ZONE LEGAL AND INSTITUTIONAL FRAMEWORK The incorporation of the Revised Treaty into national legislation creates a “New Legal Order” in International law. Characterised by supremacy of Community Law over domestic Law. LEGAL AND INSTITUTIONAL STRUCTURE INCOMPLETE  CARICOM COMMISSION [COMMISSIONER FOR ENVIRONMENT] [legislative, administrative, executive and judicial powers and be supra-national in character, be independent and selected on the basis of competence, expertise and experience]  LEGAL MEANS FOR TRANSLATING DECISIONS INTO COMMUNITY LAW- SECONDARY LEGISLATION [regulations, directives and decisions]  COMMUNITY OWN RESOURCES © CaribInvest July 2009

CREATION OF AN ENABLING ENVIRONMENT FOR THE FURTHER GROWTH ON THE ENVIRONMENTAL INDUSTRY IN THE CSME ZONE CARIFORUN/EU EPA is a Trade Agreement for Sustainable Development and the Parties have agreed that “...the objective of sustainable development is to be applied and integrated at all levels of their economic partnership……….. [The Parties] understand this objective to apply in the case of the Economic Partnership Agreement as a commitment….” Article 3.1 © CaribInvest July 2009
