2 Background Background At its 2011 meeting the TFs reviewed the existing classifications of environmental activities and expenditure (CEPA, CEA, CReMA, CRUMA). A subgroup was created to deal with classifications related issues. It agreed that in the short term a good solution could be to define pragmatic reporting categories matching the main categories in which source data are available. 4 Classification Integrated classification framework for European data collection on env. activities and expenditures The purpose: to offer an integrated framework for the collection and reporting of data on environmental activities and transactions Scope and characteristics: a generic, multi-purpose, functional classification for environmental protection and resource management. It is used for classifying activities but it can be also used for classifying products, actual outlays (expenditure) and other transactions.

5 Classification Integrated classification framework for European data collection on env. activities and expenditures It has been developed taking into account: the availability of data at European level, the fact that the distinction between EP and RM is not always easy in practice, the need of ensuring comparability of data across the EU. It is based on: the CEPA for the EP part, with few minor adjustments and more detailed explanations; some homogenous group of activities which refers to a maximum extent to the existing NACE categories for the RM part. This allows solving most of the boundary cases between EP and RM but leaves these groups of activities as “mostly” related to RM. In fact the NACE categories could include also some activities which are not RM following the primary purpose principle.

6 Classification criteria
Classification should be made according to the main purpose taking into account the technical nature as well as the policy purpose of an action or activity. EP part is derived from the CEPA 2000: some adjustments and clarification have been added in the explanatory notes in order to clarify and harmonize the classification of a number of activities and actions that could lead to different interpretations by the compilers of statistics and accounts. RM part is defined as groups of activities that are homogeneous according to their technical nature. Most of these classes correspond exactly to a NACE Rev.2 position. The NACE Rev.2 positions corresponding to RM classes, while possibly including also a number of activities whose primary purpose is not RM, identify groups of activities and actions mostly related to RM in the sense that they include the most part of the specialised producers of the RM activities, i.e. producers who carried out RM activities as their principal activity.
