London Warm Zone A Case Study Jim O’Sullivan Director London Warm Zone

London Warm Zone London Warm Zone is part of Warm Zones CIC, a not for profit organisation. We deliver area based projects tackling the following issues : Tackling Fuel Poverty Carbon Reduction Energy Efficiency Income Maximisation Behavioural Change Health/Independent Living Employment and Training

The Warm Zone Process With our partners we identify target areas and undertake intensive marketing work and door knocking Our assessors visit residents to complete an assessment form in full partnership with local borough Residents can request an assessment by phone, on-line or referral Data collected identifies: 1.if resident requires any heating or insulation work 2.if resident is eligible for any grants 3.if resident requires a benefit / welfare health check 4.if resident has any health and safety hazards in their home A survey is then arranged and the work carried out by approved contractors

Key Outputs Since 2004 £50 Million invested in energy efficiency measures (circa $80 million) 100,000 homes improved Circa 750,000 tonnes of CO 2 saved £7 million of additional income claimed per annum (circa $10 million) through our welfare benefits team For every £1 of public investment LWZ draws in £3 of private investment

Area Based Schemes Core Principles Strong partnerships with Local Authorities and other key agencies such a energy companies is essential Planning project delivery at outset underpins success Integrate and meet local priorities It is about People and Property Keep It Simple!

Case Study Mr Jones – 87 years of age – ex Dock worker No heating or hot water and an external toilet Not claiming any welfare benefits Health issues LWZ help Mr Jones to receive: New heating and insulation Income increase of £4,000 per annum (circa $6,000) Landlord forced to provide internal toilet and bathroom by partner borough

Future Agenda Area Based approach will be at the core of national/regional policy frameworks Borough partnerships with energy companies will be central to future delivery mechanisms LWZ demonstrates best practice in developing these agendas - Transparency/Robust/Flexible - Ability to integrate different funding streams and multiple programmes Tension between Low Carbon initiatives and rising fuel costs*
