Why it will work Smoking no longer an ‘adults-only’ activity like R-movies or alcohol. Instead, ‘off-limits’ for life (cf. U.S. motorcycle helmets). Knowing that no peers will ever be permitted to be sold tobacco lessens peer pressure to smoke.
