3 Find out more online: www.worcestershire.nhs.uk Introduction ● Smoking remains the primary cause of preventable death: 81,400 deaths in England in 2009 ● Smoking is the single biggest cause of inequalities in death rates between richest and poorest ● Smoking rates continue to decline: 21% adults in England, but rate of decline has slowed since 2007 ● New action is needed to achieve further reduction in smoking prevalence and to work towards a tobacco-free world being seen as the norm

4 Find out more online: www.worcestershire.nhs.uk Overview The Tobacco Control Plan 2011aims to build on achievements in recent years and sets out a comprehensive range of actions to be implemented at national and local level to further reduce smoking rates. It recognises that whilst nicotine is the main element that keeps smokers physically addicted, there are a wide range of social and behavioural factors that encourage young people to take up smoking and make it harder for people to quit. There are six key strands contained within the plan and a range of ambitions to reduce smoking prevalence amongst all adults, young people and pregnant women. (NCSCT 2011)

5 Find out more online: www.worcestershire.nhs.uk Three key ambitions ● Reduce smoking prevalence among adults: To reduce adult (aged 18 or over) smoking prevalence in England to 18.5% (from 21.2%) or less by the end of 2015. ● Reduce smoking prevalence among young people: To reduce rates of regular smoking among 15 year olds in England to 12% (from 15%) or less by the end of 2015. ● Reduce smoking during pregnancy: To reduce rates of smoking throughout pregnancy to 11% (from 14%) or less by the end of 2015.

Effective regulation of tobacco products 4. Helping tobacco users to quit 5. Reducing exposure to secondhand smoke 6. Effective communications for tobacco control

8 Find out more online: www.worcestershire.nhs.uk Local implementation of the Plan ● Strategic multi-agency partnership working with senior level accountability and dedicated, coordinating resource ● Promote compliance with legislation e.g. illicit products, underage sales ● Commission accessible, high quality stop smoking services ● Community engagement and development: involve local people ● Develop a co-ordinated local communication strategy: prevention and signposting to local stop smoking services ● Encourage local people to make their homes and cars smokefree

9 Find out more online: www.worcestershire.nhs.uk Smokefree Worcestershire Tobacco Control Alliance ● Multi-agency partnership ● Action Plan - examples: Tackling under ages sales, illicit cigarette supplies in workplace (HMRC), Regional youth group for health and tobacco – projects, pioneering commissioning stop smoking services on tariff based contracts, social marketing: prevention and signposting, ‘health chat’ (brief advice) training programme, smokefree homes and cars and signposting with Fire Service

10 Find out more online: www.worcestershire.nhs.uk Summary: smoking and second hand smoke are very dangerous ● We need to work together in partnership, locally, to achieve the ambitions of the Tobacco Plan 2011and to reduce prevalence of smoking and related harm ● Please look for opportunities and support our local tobacco control alliance ‘Smokefree Worcestershire’, to implement evidence based tobacco control interventions locally: Local communities working together, promoting health and wellbeing, promoting smokefree homes and cars, making tobacco less desirable, less acceptable and less accessible and supporting a tobacco free world as the norm (Tobacco Control Plan 2011)
