Local Scheme Assessment A decision aid, NOT a decision maker Suitable for assessing local schemes of any size (in terms of cost, and magnitude of impacts) –Can run a ‘mini-NATA’ if desired Will help to prioritise schemes contributing to an objective, or set of objectives –Can also compare projects contributing to different objectives Excel assessment matrix –Indicators represent national, regional and local objectives –Authorities can pick and mix from our set, and/or add their own –Authorities weight indicators, then assess impact of project(s) using Likert scales –Weight and scale combined to give prioritisation

Indicators Starting point: DISTILLATE C Other sources –Government policy: NATA LTP guidance Best value performance indicators (BVPI) –Offers guidance on local indicators Accessibility –ITS projects looking at journey quality, indicators and modelling indicators Indicators need to be disaggregated –E.g., Greenhouse gases, local air pollution, noise, green space… not just the environment

Weighting and impact assessment Weight indicators according to local priorities –LTP likely to be a starting point Weight each indicator on a scale of 0 – 5 –0 being irrelevant Assess impact of scheme on scale of…? –1 to 4 (no mid point forces a –ve/+ve decision, neutral isn’t an option) –1 to 5 –1 to 7 –1 being minimal impact –0 weighted indicators should not be assessed Multiply weight by impact assessment to obtain value –Low value: project may not be worthwhile?
