Aid for Trade Norway’s Action Plan 2007

2 Challenges on the Norwegian side Well defined development policies Long-term concentration on social sectors in the LDCs in Eastern and Southern Africa How does Aid for Trade fit in? And: How could we bring trade policy authorities together with development policy authorities?

3 Norway’s Aid for Trade: Basic considerations Norway can’t do everything, need a clear focus We have limited administrative capacity Could only be a long term objective to really integrate existing support for infrastructure and productive capacity in the Aid for Trade initiative Should not impose additional burdens on partner countries through uncoordinated bilateral initiatives Conclusion: we will give priority to multilateral channels

4 Norway’s Action Plan: priorities for the use of our new, additional resources Priority to multilateral channels: The enhanced Integrated Framework Additional resources in particular through UNIDO, the ITC and the World Bank (although existing support to UNCTAD, WTO etc. will continue) Thematic priorities: 1)Good governance and fight against corruption (in trade matters): Trade policy, trade facilitation, standards and trade, fair and responsible trade 2)Regional trade: Strengthen regional institutions. Cooperation initiatives in selected regions 3)Women and trade: Special programmes related to women and trade through multilateral channels.

6 Norway’s monitoring and evaluation The Action Plan: A starting point for the follow-up Priority to monitoring and evaluation: We need real results Self-assessment after three years to see if priorities should be revised Consultations with private sector and civil society during the whole process, -essential to our success!
