Where do we come from? The foundation: Council meeting 1975, start of Community Action in the field of Education 16 September 1980: – Establishment of the Eurydice Network, (central unit based in Brussels + interactive network of 9 national units) – Primary focus: Exchange of information on education systems of Member States

Open method of coordination Definition : An instrument to monitor and follow-up on the implementation of commonly agreed objectives by spreading best practice and achieving convergence towards these objectives

Fixing guidelines and timetables to achieve the strategic goal Establishing quantitative and qualitative indicators and benchmarks Periodic monitoring, evaluation, peer review as mutual learning processes European guidelines are translated into national and regional targets

5 Reference levels of European performance (‘European benchmarks’) Based on existing ones - Low achievers in basic skills (in reading, maths and science, max. 15% - Adult lifelong learning participation: 15% (previously: 12.5%) - Early school leavers (10%, same as before) New - Pre-primary participation: 95% of children between 4 years old and the age for starting compulsory education (before 90% target for 4 year olds) -Tertiary level attainment at least: 40% of age group Commission to work further on following areas - Employability ( submit proposal by end 2010) - Language learning (submit proposal by end 2010) - Mobility (submit proposal by end 2012) Council Conclusions May 2009 – new benchmarks

What do we produce? 4 types of products: Harmonised descriptions of national education systems. ( the Eurybase database) including Overviews of national education systems (National summary sheets)

Key Data on Education in Europe sets out a very wide variety of both qualitative and quantitative indicators on different aspects of education systems in 31 European countries. The report presents a comparative analysis on how the education systems are organised, the human and financial resources invested in them, teaching processes and qualifications awarded. Teachers in primary and lower secondary education account for at least 1,5 % of the economically active population in Europe. In total teachers and academic staff represent more than 8,8 million people. More than 60% of the teachers in primary and secondary education are women.
