www.lvm.fi 4 Why joint construction?(1/2)  In June 2009, the Cabinet Committee on Economic Policy gave strong support to joint construction of transport routes and telecommunications, energy supply and water supply networks.  Excavation work may account for up to 80 per cent of the total cost of building optical cables.  When networks are constructed as joint projects, excavation costs can be shared between actors. As a result, all those involved will save money. Cable ploughing carried out as a separate project

www.lvm.fi 5 Why joint construction?(2/2)  For the involved actors, this means savings amounting to tens or hundreds of millions of euros every year.  Many important infrastructure projects underway -> great potential for savings! –National broadband programme (100 Mbps by 2015 to everyone) –Transport investments –Water supply networks in rural areas –Upgrading electricity cables (from air to ground) A mid-voltage cable and the piping for a telecommunications cable in a new local detailed plan area in Janakkala

www.lvm.fi Mbps to everyone by 2015 (1/2)  The Finnish Government Resolution in December 2008: “By the end of 2015 all permanent residences shall be within two kilometres reach of high-speed broadband permitting at least 100 Mbps connections.” –Telecom operators will build mainly high-speed broadband on market terms. This will achieve a population coverage of around 95%. –Extending the coverage to ~100% will require that partly subsidised high-speed connections will be built to around 130,000 households in rural areas. www.lvm.fi Mbps to everyone by 2015 (2/2)  In subsidized rural areas’ projects –Telecom operator pays at least one third –Public aid – two thirds – in rural areas will be provided by the state, municipalities and the EU.  State budget 66 million euros  EU 25 million euros  Municipalities 41 million euros Joint installation of the water supply network and optical fibre cabling. The optical fibre cable is laid inside the installation pipe using the blowing technology.

www.lvm.fi 12 Success factors of joint construction (1/2)  Provision of information at a sufficiently early stage –All parties are given enough time to examine their own economic and operational resources regarding the participation in a joint construction scheme.  Cooperation between the parties –Different municipal corporations: water utilities, managers of power networks and telecommunications operators are engaged in open co-operation that benefits all parties. The parties should hold regular meetings on construction projects involving networks in their own areas.

www.lvm.fi 13 Success factors of joint construction (2/2)  One principal client and one principal supervisor –One party that is explicitly designated responsible for the coordination of the joint construction scheme.  Coordination of planning and implementation –Joint tendering produces competitive tenders on total contracts. –Prevention of overlapping work stages; the principal planner ensures that all plans fit together. –Simultaneous installation allows the parties to save substantial amounts of excavation costs. At the same time, there is no need to damage structures and the disruptions caused to the environment during the construction are minimised. Joint construction in Karhunmäki area

www.lvm.fi 14 Working group of development of cable data management (1/2)  Report was finished in August 2010; recommendations of working group now under implementation.  Problems –cable location data is not sufficiently comprehensive and accurate –20 % of severe telecommunications breakdowns are due to damage caused by excavation work

www.lvm.fi 15 Working group of development of cable data management (2/2)  Solution –a centralised information service (portal) operating on the one- stop-shop principle, providing access to cable location data maintained by different bodies. –this service will be offered on a commercial basis (no earnings expectations) by a state own company. –operators are required to connect and integrate their cable data systems with the information service via the joint interface. –information concerning future cable projects is also entered in the information system.
