Pécs Energy Infrastructure Package – Energy Infrastructure priorities for 2020 and beyond Objective: New approach to planning and prioritising European energy infrastructures Important aspects: Financing Cost-allocation for crossborder projects Easier permitting procedures Council conclusions adopted at the Energy Council of February 28, 2011 Follow-up: High-level Conference on European Energy Infrastructure on May 16-17, 2011

5 European Council of February 4, 2011- main objectives The internal market should be completed by 2014 so as to allow gas and electricity to flow freely. No EU Member State should remain isolated from the European gas and electricity networks after 2015 or see its energy security jeopardized by lack of the appropriate connections. 2011.04.29. Pécs

6 Review of the 2007-2010 Energy Efficiency Action Plan Objectives: Analysing patways to reach a 20% increase in energy efficiency by 2020; Defining the most important energy efficieny actions Council conclusions to be adopted at the June 10, 2011 Energy Council.

Pécs Regulation on Energy Market Integrity and Transparency (REMIT) Objective: To create specific rules for wholesale energy market in electricity and gas and related products Prohibit market abuse and market manipulation Prohibit trading based on insider information Prohibit disclosing inside info + attempted manipulation. Discussion at the Energy Council of June 10, 2011. The main aim is to reach political agreement.

Energy Roadmap 2050 Challenge: EU commitment of greenhouse gas emissions reduction to 80-95% below 1990 levels by 2050 in the context of necessary reductions by developed countries as a group. Objective of the Energy Roadmap 2050: Determining pathways for decarbonising the energy sector In view of the Low-carbon Roadmap for 2050 Discussions to be started at the Informal Ministerial Meeting on May 2-3, 2011 The Commission document will be issued in the 2nd half of 2011

9 Further important dossiers II. External Energy Relations (1) One of the key priorities of the EU energy strategy 2020 A number of questions need to be addressed: – further energy market integration – approach to producer, transit and consumer countries – renewable investments in neighbouring countries – security of supply, diversification of sources and routes – collective EU weight in global energy discussions and in international organisations 2011.04.29. 10 External Energy Relations (2) Commissions Communication on Security of Supply and International Cooperation is likely to be released in June. Public Consultation period from 21/12/2010 to 07/03/2011 This will be the topic at the working lunch of May Informal Ministerial Meeting But the detailed discussion remains for Poland which put external dimension as a major issue on its presidencys agenda.
