Environmental Management of Hydraulic Fracturing in Alberta West Central Stakeholders Group November 21, 2012 Steve Wallace Alberta Environment and Sustainable Resource Development

Outline Provincial Context Integrated Resource System Approach to Managing Energy and Environment Current and Proposed Management actions

Alberta Context Government of Alberta’s Mandate –Change how government works to better reflect Albertans’ needs and the realities of the province –To be accomplished by: listening to Albertans increasing transparency and accountability building strong collaborative relationships with all our partners

Provincial Priorities Social –Investing in families and communities Public input through:  Social Policy Framework Economic –Securing Alberta’s economic future Public input through:  Dollars and Sense Energy / Environment –Advancing world-leading resource stewardship Public input through:  Land Use Framework

Energy/Environment: Integrated Resource System Approach Cumulative Effects Management Land Use Framework (LARP, SSRP) Single Regulator Monitoring Systems

Unconventional Oil and Gas Dispersed on the landscape –No set ‘region’ Multiple players –Includes services provided by contractors Range of impacts on the landscape –Some focused and accumulated (air, noise, footprint) –Others dispersed (source of water, waste management, truck traffic)

Managing Hydraulic Fracturing: Current ESRD taking an integrated management approach to addressing areas of enhancement ESRD’s role: –Resource Management Licences water usage, reclamation & remediation, manage Crown Lands –Assurance Responds to landowners complaints/concerns Monitoring, evaluation and reporting –Policy and Planning oversight Water for Life, Clean Air Strategy, Land Use Framework

Managing Hydraulic Fracturing: Future Range of potential actions identified based on risk areas Taking a cumulative effects approach Proposed areas of focus include: –Review of 2006 Oilfield Injection Policy –Enhanced baseline data –Reporting of water use –Expansion of monitoring and mapping

From State of the Environment (AESRD) 2010 Water Allocations by Sector 2010 Total Water Allocation: 9.9 billion cubic metres
