Emerging  Myanmar is in the beginning phases of the emerging stage of e-government development  1998 – Myanmar Computer Science Development Council established  1999 – state-owned enterprise MPT offers  2000 – e-National Task Force established  2001 – first semi-private ISP  2001 – first Myanmar ICT Master Plan  2003 – pilot projects launched  2004 – second Myanmar ICT Master Plan (KOICA)

Ministries Involved  Ministry of Science & Technology  ICT human resource development  Has established computer science universities and colleges throughout the country  Ministry of Communications, Posts and Telegraphs  Oversees state owned enterprise MPT – the only telecoms company and first ISP in Myanmar  Manages the second ISP (semi-private)  Minister also chairs the e-National Task Force, in charge of coordinating e-government policies and development

Private Sector  In Myanmar, huge discrepancies in ICT knowledge between government IT personnel and private IT developers  Government agencies rely on private IT consultancies and developers to advise them on trends, strategies, requirements  IT companies usually do complete system analysis of the departments’ needs and submit project plans  Some projects are operated by private companies for a period of time before handing over fully

E-Services (E-Government)  Much public service provided by government, when official procedures require it, e- government services are accepted and used widely

E-Departure Forms Citizens can now file online their intent to travel out of country

E-Tourist Visas Visa applications can be submitted and approved online. Established in 2003 and suspended in Now in discussion stages to revive this project

Online Trade License System Companies can now apply online for export / import licenses and permits

Online Education / Master Degrees 2 universities are now offering online classes, and they are successful

Moving Forward  Pilot projects are evidence of Myanmar government’s awareness and willingness to implement e-government  Internet Penetration is the single most important factor  At least 20% of population and 75% of government offices need to get connected  Need quick, affordable and efficient methods of achieving the above goal (WiMax, Wifi, GPRS, 3G, ADSL, etc.)
