Wrap-up / Next Meeting Purpose of the first public meeting is: Provide the ARC and the school communities with background information that has led to this meeting Introduce the Accommodation Review Committee (ARC). Present an overview of the review process as contained in board policy which is based on Ministry of Education directives. Offer a demonstration on how to keep up to date on the process as it develops through the Board’s website, as well as how to use the website to participate in the process. There will also be some time to ask questions or make comments. At the next two meetings the ARC would like to hear from any individuals or groups who wish to make formal presentations. Contact your school principal if you would like to make a formal presentation well in advance of the meeting to ensure that you are on the agenda, indicating time of presentation and any equipment that you require. Presenters will be in order of contact; depending on numbers and time, some might have to be placed on the agenda of the third meeting. Informal questions and comments will also be encouraged at all meetings; however, to be guaranteed agenda time for longer formal presentations, the principal needs to be contacted.

August 2007 Revised Capital Plan reviewed with Ministry. Ministry toured schools. September 2007 Public consultation meetings held at schools. October 2007 Revised Capital Plan approved by Trustees. Submitted to Ministry. April 2008 Capital Plan updated (costs, enrolment projections, construction dates). July 2008 Capital Plan reviewed with Ministry (in Toronto). Purpose of Review Gather information in order to make recommendations regarding the future of a school or group of schools. This presentation is an overview of the Board’s policy “Pupil/School Accommodation Review”; to view the complete policy go to the Board’s website or ask for a paper copy at your child’s school. The purpose of the review is to gather information in order to make recommendations regarding the future of a school or group of schools. Process is outlined in Board policy (#4002) which is based on Ministry of Education directives. Might or might not result in changes such as: to grades or programs; school closures; any other practical solutions to overcrowding, low enrolment, or inadequate school facilities.

First stage is prior to a review; Director of Education conducts an accommodation analysis of all schools under the Board’s jurisdiction; data studied includes current and projected enrolment in comparison to Ministry of Education capacity for each school. Director presents a report to the Board based on the analysis, indicating which schools, if any, should be placed “under review status”.

Accommodation Options Review Schools placed under review require the establishment of an Accommodation Review Committee (ARC) with prescribed membership. Second stage. Schools placed under review require the establishment of an Accommodation Review Committee (ARC) with prescribed membership.

ARC Members Are: Chair of the school council or other council member appointed by council. A community member appointed by council. A municipal representative appointed by the Board. The school principal. A superintendent of education or other senior Board official. In the case of secondary schools the principal may appoint a senior student. Members include the chair of the school council or other council member, a community member appointed by council, a municipal representative appointed by the Board, school principal, a staff member, superintendent of education or other senior Board official, and in the case of secondary schools the principal may appoint a senior student. Introduction of ARC.

Community Consultations / Public Meetings Minimum of 4 ARC gathers input from a wide range of school and community groups. ARC completes school valuation report / makes recommendations. ARC presents report at last public meeting. ARC submits report / recommendations to the Director. Minimum of four public meetings as required by the Board and the Ministry of Education; there could be others, if the consultation requires additional time. During the meetings the ARC gathers input from a wide range of school and community groups through formal presentations, informal comments and questions from both. ARC also gathers information through a guided tour of the school. Using the information the ARC completes a school valuation report for each school and makes its recommendations. School valuation involves the completion of a Board generated checklist (School Valuation Framework) which can be modified by the Committee to include comments; the framework is available on the Board’s website. The framework is a requirement of the Ministry of Education; it was developed by the Board according to Ministry guidelines. The framework focuses on the value of the school to student, the major emphasis, as well as the value of the school to the community, school board, and the local economy. ARC presents its report and recommendations at the last public meeting, at which time new information could still be gathered that could be incorporated into the report. ARC submits the report and its recommendations to the Director of Education.

Report Review / Board Decision / Implementation Report made available to public. Reviewed and analyzed by staff. Director submits report / staff input to Board. Special Board meeting for community input by delegation. Board decision Upon receipt of the report, the Director will make it accessible to the public on the Board’s website; paper copies would also be available at the school. Report will then be reviewed and analyzed by Board staff. Director then submits the report and staff input to the Board. Special Board meeting is held for community input by delegation with respect to the report of the ARC. Board makes its decision.

Administrative Review Review of Board’s compliance to accommodation review policy by petition. Only those who participated in the review would be eligible to sign a petition. Complete entry on the Record of Attendance form is proof of participation. Complete entry requires printed name, full address, home phone number and signature. An individual may seek a review of the Board’s accommodation process from the Ministry of Education. Review request would need to clearly indicate how the process as it was conducted was not compliant with the Board’s accommodation review policy. A petition of support is necessary signed by at least 30% of the school’s headcount. Only those who participated in the review would be eligible to sign such a petition; a record of attendance will be kept for each meeting. Complete entry on “Record of Attendance” is proof of participation, and consists of printed name, full address, home phone number, and signature.

Information on the ARC will deal with each school grouping affecting the schools included in the grouping -as previously outlined.

ARC Electronic Feedback A generic e-mail address has been established (ARC_feedback@hscdsb.on.ca) for parents, students and Catholic education stakeholders to provide feedback regarding the ARC Process. Respondents should be sure to indicate which ARC they are commenting on. All comments (and any response to them), provided they include a name and contact information, will be posted in the ARC Information sections of the Board and school websites.

Reminder that only those who have participated in the review would be eligible to sign a petition to the Ministry of Education; the completed record of attendance is proof of participation.
