P.A.S.E. – Why? Social economy has proved to be an effective and unique asset in social and work integration, particularly for those less competitive social groups. Social economy has also proved to be an effective means in tackling and correcting major labour market imbalances concerning:  Unemployment  Labour Instability  Social and work exclusion of unemployed persons In a context frame of great social and economic transformation, Social Economy enterprises attempt to give an answer to the new forms of exclusion. Those connected with the access to services and activities, such as for example financial exclusion. The development social enterprises, in such a critical period with the economy not performing well, is perhaps more important, than ever. In fact, social enterprises with their activity not only work for the well being of the community, but also contribute in an effective way to the production of goods and services in several crucial domains. Furthermore they employ individuals, who would otherwise be neglected by the traditional market economy enterprises. The PASE partnership, by recognizing Social enterprises as key players in the social and economic regional development, takes an active role in the promotion of measures and actions aimet at further qualifying them. Social enterprises can then be a driving force in encreasing employment opportunities in the pilot project regions.

Objectives and expected Results Enforce the effectiveness of the regional public policies in promoting and supporting social entrepreneurship  Increase the number and typology of tools available in each territory to promote social entrepreneurship models responding to the local community needs, by identifying and experimenting new approaches to profit from public procurement  Favour the dissemination and transferring of the achieved results in the regional development policies in both, the involved countries and, in general, at the EU level, by means of horizontal and vertical mainstreaming actions. Increase the capacity of policy makers and local stakeholders in detecting the needs of social economy and in identifying which strategies, public schemes, good practises do better favour and support the emergence, sustainability and innovation of social enterprises Enforce local social enterprises and social economy at the regional and local level by transferring some good practices from territories where they have already proved tangible and measurable results in supporting social economy, to other less experienced countries

6 COMPONENT 3: Exchange of experiences dedicated to the identification and analysis of good practices ACTIVITIES ALREADY DEVELOPED: 2009 – 2010  RESULTS: Policy makers and civil servants with increased capacities in exchanging and profiting from effective EU experiences in order to detect and meet the needs of social enterprises in their own territories. Attività svolte: WORKING GROUPS IDENTIFICATION 40 CASE STUDIES – PROMISING PRACTICES - SELECTION 17 BEST PRACTICES STUDY VISIT IN EACH PARTNER COUNTRY METHODOLOGICAL APPROACH (ROAD MAP) TO TRANSFER THE MOST SIGNIFICANT PRACTICES INTO THE TWO RECIPIENT PARTNER COUNTRIES PRIORITARILY BUT NOT ONLY CATALOGUE OF GOOD PRACTICES (DRAFT)  THE CATALOGUE WILL BE FINALIZED WITHIN 2010 AND IT WILL BE CIRCULATED BY WEB SITE AND BY THE BEGINNING OF THE PAPER VERSION WILL BE AVAILABLE FOR THE FINAL CONFERENCE (BRUSSELS, JULY 2011).

7 OPERATIONAL PLAN 2010 – 2011 CROSS DEPARTMENTAL CONTACTS AMONG PARTNER REGIONAL RESPONSIBLES AND SOCIAL ENTERPRISES 9 COUNTRY REPORTS ON LOCAL COUNTRY SITUATION (SOCIAL ENTERPRISES AND PUBLIC PROCUREMENT) PROBLEM TREE/TASKS TO BE INVESTIGATED (QUESTIONNAIRES AMONG PARTNERS ) REGIONAL/LOCAL POLICIES ADDRESSED IN THE FIELD TACKLED BY THE PROJECT NEW PUBLIC SOCIAL PARTNERSHIP/PROCUREMENT MODELS AT LOCAL LEVEL INTEGRATION OF SOCIAL CLAUSES INTO THE PROCUREMENT PROCESS ACCORDING TO THE CONSOLIDATED EU DIRECTIVE (SOCIAL RETURN ON INVESTMENT) GUIDELINES ON SOCIAL PUBLIC PROCUREMENT POLICIES COMPONENT 4: JOINT DEVELOPMENT OF NEW INSTRUMENTS New public instruments strengthening the role of social enterprises as driving force in regional and local sustainable development and guidelines for their implementation indifferent EU countries 

8 Project Results/Impacts  According to the Single Markect Act EU strategy, new skills and a culture change are demanded in the public sector. The Guidelines on social public procurement policies will focus on new approaches to profit from public procurement in promoting social entrepreneurship and will be addressed to policy makers and practitioners;  Improved knowledge on tools and EU principles/national law (ie. COM(2006) 117 and 18/2004 CE) that already encourage cross departmental/services activities and cross sectors cooperation;  Create the pre-conditions and effective tools to make the economic crisis turn into a challenge and opportunity, thanks to the involvement of public entities and private/social enterprises also sharing public responsibility  Transfer the added value to EU and national policy makers  Ensuring project achievements/Durability of the project results even beyond the project’s duration (Sustainability)
