Article 10 review General approach Review to be by substance but take advantage of clear groupings where possible.

This should indicate whether the Protocol is achieving what it set out to achieve. Taking the four elements of article 10, para 3, such reviews should take account of: Best available scientific information on effects of deposition of POPs What are the measured/modelled levels? How do they correspond to reference levels (by media)? What are the trends in the indicator media? (optional) This work could be done through a synthesis of recent reports Effectiveness review (1)

Assessments of technological developments Are there any technological developments that are relevant to the basic obligations (article 3)? Changing economic conditions Are there changes in economic conditions that are relevant to the effectiveness of the basic obligations? Fulfilment of the obligations on emission levels Required data cannot be available in time (emissions reporting delays, delays in applying limit values) however [2000] emissions data could be included in report Effectiveness review (2)

This should be a consideration of the Protocol with respect to its objective (article 2) to control, reduce or eliminate discharges, emissions and losses of POPs [including substances not currently included in the Protocol] Sufficiency review
