Noise valuation: Use of results in HEATCO Alistair Hunt University of Bath EC HEATCO project meeting Las Palmas

HEATCO Project HEATCO's primary objective is the development of harmonised guidelines for project assessment and transport costing at EU level, with specific application to Trans-European Network (TEN) projects. –Explore scope for harmonisation of methods and values –Validate through consultation with policy makers and other relevant stakeholders

Overall structure of HEATCO

WP4 components 4.1 Generic valuation issues e.g. discounting, risk & uncertainty, benefit transfer etc 4.2 Valuation of Time losses/gains 4.3 Valuation of Accidents 4.4 Valuation of Environment 4.5 Treatment of Infrastructure costs

Use of Noise valuation results Noise chosen for valuation since was most pressing gap in transport CBA work identified in WP2 & WP3 Results feed into WP 4.1 and WP 4.4 –To test recommendations regarding benefit transfer procedures (WP 4.1) e.g. Re: income elasticities, cultural differences –to enlarge the basis of consistent European values, both in terms of geography and content (WP 4.4) (Important trend in EU policy) Results feed into WP 6 Case studies (Currently being undertaken)

WP 6 Case studies N o. Case study Countries ModesCharacterProject status Data availablePermission to use data Teams involved 1Fehmarn Belt fixed link DK, DERoad, rail, passenger + freight Trans- national Planning stage Yes (COWI did assessment for Danish ministry) Yes (but requirement to “jam data”) COWI, IER 2A120 Stansted – Braintree UKRoad, passenger + freight National, improvement of access In operation Full appraisal data to be obtained To be obtainedITS 3Bussoleno-Torino rail link ITRail freight National, new freight rail link Planning stage No traffic model data To be obtained - Interest by Italian rail infrastructure manager ISIS 4Skarfia, part of Pathe route GRRoad, passenger + freight Part of south – north road link Not completed Environmental study (air poll., noise) To be obtainedNTUA

Other uses Methodological developments –Use of noise level change to “not annoyed” level –Relates objective measure (dB(A)) to subjective value (WTP) New national values for domestic project/policy applications
