Aims of session To inform all interested parties of:- Financial arrangements for end of financial year 2013/14 Financial arrangements for period April 2014 to July 2014 Closure/transfer process at the award of new contract phase

Early Help and Prevention Commisioning update Supporting services Impact assessments Launch of Invitation to Tender – October 2013 Tender will close – mid to late November 2013 Tender evaluation and moderation – December 2013 to January 2014 Award of tender – late-January 2014 to mid-February 2014 Mobilisation, transition and implementation – Mid-February to end of May 2014 Services commencement date – June 2014

Early Help and Prevention Commissioning Update Children’s Centres Consultation July – September 20 th September TUPE information submitted 8 th October Cabinet

October 2013 Commissioning Late October PQQ opens Finance 31 st October Submission of April – September 2013 finance return with actual costs for April – September 2013 and forecast costs for October 2013 – March 2014.

November 2013 Commissioning PQQ open Finance 30 th Submission of April – July 2014 finance return – budget and forecast costs.

December 2013 Commissioning PQQ closes Early December 2013 Launch of Invitation to Tender Mid December Finance Second six months revenue allocation for to be paid NCC will write to centres stating the allocation they will be receiving for the four month period (April – July), taking into account any contingency amounts. Funding levels will be allocated upon balances expected at the end of March based on the allocations.

January 2014 Commissioning Invitation to Tender open Finance 17 th January Estimated costs to be returned to NCC

February 2014 Commissioning Tender will close Early February 2014 Tender evaluation and moderation

April 2014 Commissioning Contracts awarded - Early April Finance 30 th - Year end finance returns to be submitted

May 2014 Commissioning Mobilisation, transition and implementation Finance Agreed amount paid to ensure Centres have adequate funding for four month period taking into account contingency funding and any underspends held by the Centre at that time

August 2014 Commissioning New contract commencement date

September – October 2014 Finance 19 th September - April to July returns to be submitted 10 th October – Final Balances agreed 31 st October – All outstanding monies to be returned

Finance notes The April – July finance return should only include normal running costs for the centre – no redundancy or end of contract costs. End of contract costs will need to be determined as soon as possible, all centres will be required to identify and report to NCC through the process. All financial returns will be investigated thoroughly with internal auditors used to analyse and check the returns of a minimum of 10 Centres to establish that all reported spending is real and appropriate
