Background – Legal Framework  Approximation of the air legislation with the EU one The Draft Law on Environment is in an adoption phase Law on Ambient Air Quality harmonized with Framework Directive 96/62/EC  Under CADRS 2004, drafting of secondary legislation on air emissions has been planned, concerning: Stationary sources Mobile sources Products control  In the process of secondary legislation on air emissions drafting, Directives 99/13/EC, 96/61/EC, 2001/80/EC,94/67/EC, etc., will be transposed.

Conventions and Protocols  Convention on Long-range Transboundary Air Pollution and EMEP Protocol (Cooperative Programme for Monitoring of Air Pollutants in Europe) have been ratified  Protocols listed below are in ratification procedure 1985 Reduction of Sulphur Emissions or their Transboundary Fluxes by at least 30 per cent; 1988 Control of Nitrogen Oxides or their Transboundary Fluxes; 1991 Control of Emissions of Volatile Organic Compounds or their Transboundary Fluxes; 1994 Further Reduction of Sulphur Emissions; 1998 Heavy Metals; 1998 Persistent Organic Pollutants (POPs); and 1999 Abate Acidification, Eutrophication and Ground-level Ozone

Air Emissions Monitoring  Monitoring of air emissions from stationary and mobile sources,  Emission monitoring data of individual major companies establish basis for location of polluted areas in the country  Identification of air polluters and pollution in the Republic of Macedonia through development of Cadastre of air polluters and pollutants at national level  Cadastre of air polluters and pollutants for the City of Skopje is completed, and National Cadastre will be finalized by the end of 2005.

 Establishment of database and data management  Database has been established, using data from the Cadastre for the City of Skopje  Data from the National Cadastre will be used to establish database on polluters releasing air pollutants, at national level  Preparation of programmes and plans for air pollution, i.e. pollutants emission reduction  Setting of priorities among measures intended to improve the quality of air Air Emissions Monitoring

CORINAR Programme Development  Introduction of CORINAIR (CORe INventory of AIR emissions).  CORINAIR has not been introduced in our country yet, as compatible methodology for air pollution inventory at EU level  CORINAIR Programme is recommended for identification of the quantity of air pollutants emission, as well as the nomenclature under SNAP (Selected Nomenclature of Air Pollution) based on it  At present, we have emission data on around 220 polluters at national level  Based on the data available and data from the Statistical Yearbook, upon recommendation of ETC-ACC, distribution by SNAP sectors has been made

Future activities related to CORINAIR Programme Development  Through the assistance from CARDS Regional Programme 2002, and using data from the Cadastre and Statistical Yearbook, air polluters and pollutants will be distributed by SNAP  Application of CORINAIR based softwares has been envisaged, COLLECER for collection and calculation of relevant emission data REPORTER- used in preparation of national annual reports on emissions in relation to the requirements under EMEP and IPCC COPERT-3, for calculation of traffic emissions Application of simulation models and air pollution forecast

Reporting Requested informationFor the periodYear of reportingManner of reporting Air Emissions AE-1: CLRTAP data 1999, 2000, 2001, , 2002, 2003, , CDR (2004) AE-1b: NEC data AE-2: UNFCCC data AE-2b: EU GHG data  Reporting in the area of air emissions towards ETC-ACC, based on the requirements of CLRTAP and EMEP Protocol, is carried out continuously since 1998  In this context, data/information on annual emissions of pollutants SO 2, nitrogen oxides, CO and dust is reported, in the format prescribed by EMEP.

Reporting  With regard to other requirements under the table, such as reporting to UNFCCC, the reporting will start on 2003 – the year when the First National Communication on Climate Change and GHG Inventory was prepared  The scheme of data collection and reporting for the purpose of their use for emission amounts reduction and air quality improvement, is presented on the next slide
