PBIS Implementation in CA: An Early Look at State-wide Implementation Dr. Josh Harrower California State University, Monterey Bay

California PBIS Resources California has two PBIS Implementation Sites supported by the OSEP Technical Assistance Center on PBIS: Northern CA PBIS TAC at the Santa Clara County Office of Education Led by Dr. Rebecca Mendiola (408) PBIS CalTAC, Inc. Led by Barbara Kelley (949)

California PBIS Coalition A group of county/regional leaders who provide training and technical assistance to support the implementation of PBIS in their regions of the State. Established in 2011, and still recruiting members! Members participate in monthly meetings (via WebEx) Mission Statement: Promote a safe and positive social culture in all California school communities Share effective academic and behavioral practices Provide opportunities for networking Support deeper learning of PBIS implementation

How many California schools are actively engaged in implementation of school- wide positive behavior support? A Look at the Data

How many preschools? How many elementary? How many middle schools? How many high schools? How many PreK-8? How many alternative/JJ schools? A Look at the Data

Are California schools implementing PBIS with fidelity? Based on results from the School-wide Evaluation Tool (SET) and the Benchmarks of Quality (BoQ) A Look at the Data

How Many CA Schools are Implementing PBIS? Approximately 600 ~ 375 Elementary ~ 110 Middle ~ 50 High School ~ 20 Alternative ~ 50 Other (e.g. Pre-K – 8 th ; Pre-K – 12 th ) Are CA Schools Implementing PBIS with Fidelity? % Mean SET Score Across Features 65% Mean BoQ Score Across Elements % Mean SET Score Across Features 62% Mean BoQ Score Across Elements A Look at the Data

Responding to CA Policy Changes Local Control Funding Formula Requires Districts to develop Local Control Accountability Plans outlining annual goals for all students and for those in significant subgroups, along with action plans for achieving the goals in 8 priority areas including: “School climate including suspensions and expulsions, safety and campus connections” (California Department of Education) PBIS offers an evidence-based approach to directly address this priority

School-Wide Information System (SWIS) SWIS assists educators in using office referral data to design school-wide and individual student interventions. It is used by almost 9,000 schools to monitor and report on school-wide student behavior. Check In, Check Out (CICO-SWIS) CICO-SWIS is used by 3,000 schools and provides them with tracking and reporting for targeted interventions. Individual Student Information System (ISIS-SWIS) ISIS-SWIS provides data for efficient behavior tracking, problem solving, and decision making focused on individual students. It is being used by educators to organize, monitor, and improve individual student support. School-wide Information System (SWIS) Suite pbisapps.org

Individual Schools PBIS Assessment improves the implementation fidelity of PBIS by measuring the extent of PBIS implementation within a school in three ways: Initial Assessment of discipline practices to determine how PBIS should be adopted. Implementation Assessment of the fidelity with which PBIS procedures are being used, and the design of action plans to improve implementation fidelity. Sustained Assessment of the implementation of PBIS at all three tiers to facilitate on-going use of core PBIS features. PBIS Assessment pbisapps.org

PBIS Assessment provides validated instruments to measure the extent to which PBIS is being implemented (fidelity) assists in the development of action plans to enhance implementation efforts Ideal for generation of a district’s Local Control Accountability Plan in the area of school climate The catch? It’s free of charge…! PBIS Assessment pbisapps.org

Next Steps: A Vision for PBIS in CA Schools Measure PBIS Implementation Fidelity with PBIS Assessments Share your school’s PBIS story (outcome data, implementation successes/challenges, etc.) Ensure/Recruit linkages with District Support (Coach) Districts Establish/Empower District Leadership Team Ensure availability of Coaching to schools Recruit/Maintain PBIS Support from COEs Establish District Policies that support PBIS (positive culture and climate) County Offices of Education Build capacity to provide PBIS training & technical assistance to District Leadership Teams and Schools Establish/Empower County Leadership Teams CA PBIS Coalition Support Networking and PBIS capacity building among and across COEs Provide Annual Symposia/Conferences Establish/Maintain Connections with the PBIS TA Center and the Association for Positive Behavior Support (APBS)

Let’s Start Today! Today’s Remaining Agenda: Morning Breakout Sessions Afternoon Keynote (Dr. Lucille Eber) Afternoon Breakout Sessions Spotlight School/District Presentations Take Advantage of Opportunities to: Network with others implementing PBIS Access information/strategies to enhance PBIS implementation in your school/district/county Discuss how to enhance a positive culture and climate among California schools, to ensure the success of all California students.
