Pasadena Water and Power Contract with R C Foster Corporation to Provide Seismic Upgrades to Sheldon Reservoirs 1 and 2 City Council March 12, 2012

Pasadena Water and Power 2 Sheldon Reservoirs 1 and 2 Seismic Upgrades Seismic upgrades to the Sheldon Reservoirs 1 and 2 were recommended in the Water System Master Plan that was adopted by City Council in Sheldon Reservoir 1 has been in operation for over 95 years. Sheldon Reservoir 2 has been in operation for over 72 years. Seismic upgrades will maintain current operations and strengthen these critical infrastructures to ensure reliability of the facility for many years.

Pasadena Water and Power 3 Sheldon Reservoirs 1 and 2 Seismic Upgrades Risks and unknowns associated with the project were identified in a detailed spec and mandatory pre-bid meeting. Project involves some unknown conditions, which were factored into bid package, due to the reservoir not being fully drained during inspection. Staff provided site visit for prospective bidders to Sheldon Reservoirs 1 and 2 and Windsor Reservoir (seismic upgrades completed 2009) prior to bid date. Due to limited funds, the City solicited bids on three options.  Option A - upgrades at Sheldon Reservoir 1 only  Option B - upgrades at Sheldon Reservoir 2 only  Option C - upgrades at both Sheldon Reservoirs 1 and 2

Pasadena Water and Power Sheldon Reservoirs 1 and 2 Seismic Upgrades 12 prospective bidders received a bid package and ten attended the mandatory pre-bid meeting and site visit. Two bids were received by the City Clerk on January 25, Bid analysis followed standard City practices. City had prior experience with both Contractors. Adequate funding is available for Option C - upgrades at both Sheldon Reservoirs 1 and 2. R C Foster Corporation is the lowest responsive bidder at $1,858,600 for Option C. Engineer’s estimate for Option C was $2,714,000. 4

Pasadena Water and Power Sheldon Reservoirs 1 and 2 Seismic Upgrades Total contract amount is $2,231,000, which includes 20% contingency to accommodate unforeseen circumstances that may be revealed once work gets underway. Funds for construction are provided for in the FY 2012, 2013, and 2014 Water Capital Improvement Program Budget Number
